- NASA/LaRC plans to issue a Request for Quotation (RFQ) for Micro-Inertial Navigation System-1 each; Airborne/Ground telemetry system Pulse-Code Modulation (PCM) telemetry system with airborne and ground-based termina providing 32 bidirectional 16-bit channels, updating at 1000Hz; airborne element is to fit in a physical package 2" x 4" x 4" with 12-32 volt input power at 5 watts. The airborne and ground segments of the system must be firmware compatible with an government-owned existing Aerobotics Corp telemetry system built for the LaRC Drop Model experiment. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Microbotics, Inc., of Hampton, VA, who has unique supplies available from only one company. They are the manufacturer, which has proprietary hardware and firmware interface to the PCM system. This system must be compatible with an existing PCM decoder system used by the Drop Model program. Microbotics is the only company that obtains the required proprietary information to provide a compatible product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 29, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
