Description
The Immigration & Naturalization Service, Administrative Center Laguna, is requesting quotations for the following: CLIN 1: 45 each, Vehicle Diagnostic Maintenance system. This equipment will be used in conjunction with Transportation operations, equipment monitoring and diagnostics. These systems will be utilized in and with MCI Motor Coaches and other INS service vehicles as required. Remote Equipment Diagnostic System: Units must be integrated into a 24Volt DC system and have option for 12Volt DC charging. Units must be operational nation-wide, with options for use outside of continental United States (i.e. Puerto Rico, Hawaii). Units must be integrated into the Electro-Mechanical operation of the vehicle to monitor and transmit data from the below listed engine sub-systems (vendor to sensors and equipment needed to facilitate monitoring of this data): Engine water temperature, running average and alert on preset maximum temperature; Engine Oil Pressure, running average and alert on preset minimum pressure; Engine Fuel Pressure, running average and alert on preset minimum pressure; Brake Air Pressure, running average and alert on preset minimum pressure; Engine Generator DC Voltage, running average and alert on preset minimum voltage; Engine Water Temperature, running average and alert on preset maximum temperature; Engine RPMs, running average and alert revolutions; Vehicle Speed, running average; Engine Operation Hours, logged at engine startup and shutdown; Engine Emergency Panic Button, transmitted immediately upon activation. Units must allow for addition of options to include text communication between base unit and remote units. System must transmit data viewable at a centralized location. System must include software to view any diagnostic information transmitted. System must be supported in the area of the country where normal operation will be designated. There will be an option to have INS personnel trained for installation and continuing service of the units and the systems. There will be and option to have the transmitted data secured or encrypted. There must be an option for the INS to request specific types of antenna (i.e. flat/low profile, whip, dome/satellite tracking). INS must be able to have units activated and bills paid in different locations of the continental United States. Monthly invoicing to be separated by activation areas, dependant on normal area of operation. Delivery date: no later than 10/30/00. The Vehicle Diagnostic Maintenance Systems are to be delivered FOB destination to: San Diego Alien Detention and Removal Center, 7060 Boeing St., San Diego, CA 92154, Attn: Sim Sharpe. Successful offeror will be required to complete the information as required in 52.212-3 Offeror Representations and Certifications -- Commercial Item, as a condition of award. 52.246-17 Warranty of Supplies of a Non-complex Nature. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation ACL-0-Q-0024 is issued as a Request for Quote and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 97-19. The Standard Industrial Classification Code (SIC) is 3714, with a Small Business size Standard of $5 million. This acquisition is 100% Set-Aside for Small Business. Closing Date or response date for this synopsis/solicitation ACL-0-Q-0024 is September 26, 2000 at 2:00pm, Pacific Daylight Time. Award anticipated on or about September 28, 2000.
