Description
17. This is a combined synopsis/notice of intent to procure commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The National Institute of Allergy and Infectious Diseases intends to procure on a sole source basis a whole body plethysmograph system. This system is intended to be procured from Buxco Electronics, Inc. the only distributor of the whole body plethysmograph system under US patent# 5,379,777 and is proprietary to Buxco Electronics. This announcement constitutes the only solicitation; quotes are not being requested for solicitation number NOI0030. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The Association Standard Industrial Code (SIC) for this procurement is 3826. The system and its components are as follows: Whole body plethysmograph for the freely moving mouse, Transducers, Preamplifier Bank-Component Chassis (includes built-in power supply, interface module, and slots for up to 12 modules), Preamplifier Modules (five required), Bias flow supply (to service five chambers), Aerosol delivery system (5liter/min capacity-Ultrasonic, BioSystem XA for Windows (includes a/d card, base operating software, and application software for conscious animal and anesthetized animal pulmonary measurements, Includes MS-Access, and AcqKnowledge) High End PC (Pentium III, operating at 800Mhz, with 256Mbytes of RAM, and hard disk drive capacity of 20+gigabytes, 19" Monitor, etc.) Installation and training of NIH personnel in-house (two-day suggested). The system is designed to measure respiratory parameters from groups of conscious and anesthetized rodents. The system must be able to measure up to five conscious, freely moving mice at once, as well as two anesthetized mice at once. The system is intended for use in hyper-responsive studies, using aerosol provocation. Respiratory measurements are to be made before, during, and after aerosolization. The system is to have hardware that must be designed specifically to meet the particular needs of this application and must be offered as an integrated package. Software must be designed to process the respiratory signals of conscious freely moving animals. Computations are made only on respiratory signals that meet criteria established to distinguish valid respiratory signals, from signals corrupted by movement artifact.
