Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI-PS-2000-668, and is issued as on Request For Quotation (RFQ). The solicitation/contract includes all applicable provisions and clauses in effect through the Federal Acquisition Circular 97-17. There are no Small Business set-aside restrictions for this requirement. The Standard Industrial Classification (SIC) code is 3826, Size Standard 500 employees. The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) intends to purchase one (1) each Optical Upgrade number 170-8740 to the existing iCycler Thermal Cycler manufactured by Bio Rad Laboratories Inc., part number 170-8720. The dimensions and specifications must be as follows: Footprint w/Optical Module attached 32.7cm x 35.6cm x 62.2cm, 12.9"W x 14"H x 24.5"D; sample capacity 96 wells, sample size 0.2ml, display Quarter VGA screen with license for PCR; the Operating Temperature must be 15 to 32 centigrade C; operating humidity 20 -- 80%; serial and parallel ports; IEC, CE electrical approvals. The Thermal operational specifications must be of heating rate up to 3.3 degree per sec.; the cooling rate up to 2 degree per sec.; Peltier and Joule method of heating/cooling; the mode of temperature monitoring is Block In-Sample Probe algorithm; the temperature 4 degree C -- 100 degree C range, +/- 0.3 degree C accuracy, +/- 0.4 degree C uniformity, <0.5 degree C overshoot maximum, and up to 105 degree C heated lid. The iCycler iQ specifications are Tungsten Halogen optical lamp, 400 -- 700nm range of excitation wavelengths, reliably differentiate 1000 from 2000 Genomic Equivalents sensitivity, 5 positions available excitation filters, 5 positions emission filters. The software should be windows 95/98 P C Platform, easy setup for multiplexed and single amplicon analysis, Quantitative analysis/ qualitative analysis/ melt Curve Analysis, raw data for reanalysis, extensive preferences menus for easy customization, and validation reports and run reports. The instrumentation features must be as follows; Real time analysis to be accomplished on line, during the PCR, ultimate range of Fluorophore Excitation and Emission from 400 -- 700nm, four different reporter fluorophores can be multiplexed per sample tube, 96 samples tubes must be tracked simultaneously, maximizing throughput, sample data to be reanalyzed at any time, Raw data files should be user accessible, easy intelligent software speeds setup and data presentation, graphs, calculated results, reports and Raw Data must be available for export, security for protection of folders and protocols, wide range of personal preferences must be identified, storage of detailed validation and run reports as well as hundreds of protocols, standard PCR tube format to accommodate existing protocols to minimize costs. The multiple sample block formats must accommodate 0.2ml tubes, strips and plates, or 384well PCR plates, The temperature monitoring and control shall be specified at in-sample probe, block or derived by instrument algorithm and NIST traceable temperature performance. The Government's desired delivery and acceptance schedule is less than 30 calendar days from the contract award date. The provisions of FAR Clause 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. The contractor must submit descriptive literature of the product quoted and an itemized price list. The Government intends to evaluate offers and award a contract without discussions with contractors. Therefore the initial offer must contain and meet all the Government specifications. The Government reserves the right to conduct discussions if, the Contracting Officer later determines to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The award will be made based upon adherence to system specifications/requirements, lowest price, and delivery time after receipt of order. The contractor must include the DUNS number, a completed copy of the provision of FAR Clause 52-212-3, Offeror Representations and Certifications Commercial Items with its offer. The Provisions of FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercial Items Deviation For simplified Acquisitions, applies to this acquisition.
