Description
This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with information in FAR subpart 12.6 as supplemented with the additoinal information included in this notice. This announcement constitutes the only solicitation; no written solicitation will be issued. Award will be a firm fixed-price contract. Quote under Request for Quote (RFQ) number DAHA51-00-T-0062 is requested. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular #97-19. This procurement is made on an unrestricted basis. This SIC code for this procurement is 3069 Fabricated Rubber Products, NEC. The Alaska Army National Guard has a requirement for 48 aviation survival suits. The suits must meet or exceed the following requirements. HYPOTHERMIA PROTECTION: 8 hours at 15 degrees Celsius. (Calm water). FIRE PROTECTION: Must conform to the flight requirement set forth in AR-95-1, survival suit must be made of a Nomex layered material. FLOTATION: Suit must be above the 15.5 lbs buoyancy required for a personal flotation device. Suit must be below 35 lbs buoyancy as not to hinder emergency egress. ADDITIONAL PROTECTION: Suits must be adaptable as to accept a hood component and inflatable mittens. WEIGHT: Suits must not be bulky or heavy. 10-12 lbs, Maximum. SIZES: Suits must have the following sizes available. Small, Medium, Large, and Extra Large. DESIGN: Suit must be designed with Aviation in mind. Suit must not interfere with the proper operation of the Aviation Life Support Equipment worn by the Army Aviator. Suit must have adjustable neck and wrist seals that require only one hand to adjust, to ensure pilot comfort while not jeopardizing aircraft control and safety. Suit must be designed to meet the needs of both male and female pilots. Suit must be interchangeable within size range to accommodate more than one individual. Suit must be durable with Anti-abrasion panels on high abrasion areas. The following provisions and clauses from the Federal Acquisition Regulation (FAR) apply: 52.252-1, Solicitation Provisions Incorporated by Reference; 52.252-2, Clauses Incorporated by Reference; 52.212-1, Instructions to Offerors Commercial items; 52.212-4, Contract Terms and Conditions Commercial Items; 52.232-33, Payment by Electronic Funds Transfer Central Contractor Registration; and 52.247-34, FOB Destination. FAR clause 52.212-3, Offeror Representations and Certifications Commercial Items, shall be completed and submitted with the proposal. The government intends to award without discussion. LINE ITEM 0001: Aviation Survival Suits, Quantity of 48; sizes are: 6 small; 12 medium, 18 large, and 12 extra-large. Delivery by 31 December 2000 and acceptance shall be made FOB Destination, freight charges included in the unit price to Alaska Army National Guard, Building 49-140, Fort Richardson, AK 99505-2610. Delivery shall be made as specified unless otherwise modified. Partial deliveries will be accepted.
