Description
SMALL WOMEN-OWNED BUSINESS SOURCES SOUGHT. This serves as a SMALL WOMEN-OWNED BUSINESS SOURCES SOUGHT Notice and Market Survey to locate qualified sources for the procurement of Acquisition Support (AcqSpt) Services. The Department of Education's seeks interested Small Women-Owned Business to deliver Acquisition Support (AcqSpt) Services. The AcqSpt contractor shall provide acquisition and contract management support to the Department of Education (DOED) as directed under Task Orders (TO) issued pursuant to a Blanket Purchase Agreement (BPA) awarded pursuant to FAR 8.4. This support shall include, but not be limited to, executing task for a range of services such as: assisting in acquisition planning; recommending acquisition strategies and approaches; drafting contract guidelines; providing technical assistance to Integrated Process Teams and Source Selection or Technical Evaluation Teams; providing business analysis of acquisition approaches and vendor proposals; drafting acquisition documents; and, providing specific support under FAR Part 42. The Contractor shall be familiar with public and commercial acquisition best practices and Federal rules, regulations, laws and policies related to acquisition, program and contract management. The contractor is expected to have staff available upon award to perform all the work at its location. Specific performance requirements, place of performance, and employee qualifications will be specified in TOs. The contractor is expected to maintain a qualified staff capable of performing under this agreement without any adjustments to contract or Task Order price. All contractor employees working under this Agreement shall execute procurement integrity and non-disclosure statements prohibiting release of any information obtained under this Agreement to any individual or entity not personally approved by the Contracting Officer. All contractor personnel working under this Agreement shall meet the qualification and training standards required of OFPP Policy Letters 92-3 and 97-01 and OPM Operating Manual of Qualification Standards for General Schedule Positions for 1102 Contract Specialist -- basic requirements for GS-13 and above. Any interested/qualified SMALL WOMEN-OWNED BUSINESS source IN POSSESSION OF A GSA SCHEDULE 70 who can provide the requirements in accordance with the description above, is invited to submit a written qualification statement to include: (1) Name and address of applicant (Corporate/Principal Office); (2) name, phone and fax number of point of contact; (3) date firm started; (4) type of business (i.e.: small disadvantaged Women-owned 8(a) certified, Woman-owned small business, small disadvantaged Women-owned business (not 8(a) certified); (5) past performance: list your firm's 3 most significant contracts which are relevant to providing services similar to the required services for the past 2 years, list contracts and include the following information: (a) customer (b) contract number (c) contracting officer's representative (COR) name and telephone number (d) contract value (e) period of performance (f) description of product/services. (6) General Services Administration (GSA) Schedule 70 number. All of the information sought should be conveyed in no more that 5 single-sided 8"x11" pages. Each response must reference the sources sought title. The applicable Standard Industrial Classification Code for this acquisition is 7379 -- Computer Related Services, N.E.C. size standard $18.0 million.
