Description

The Corps of Engineers is interested in obtaining construction services for structural and electrical modifications and repairs to the Emergency Floodway Bulkhead Crane at the Grays Landing Lock and Dam on the Monongahela River near Masontown, Pennsylvania. It is the Government's intent to negotiate on a sole source basis under the authority of FAR 6.302 with RAHCO International, Inc. of Spokane, Washington, exclusively. RAHCO has the unique capability to accomplish this work as they are the crane manufacturer. Corps of Engineers safety manual requires that all critical modifications to cranes must be completed by or certified by the original equipment manufacturer (RAHCO). However, interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis notice will be considered by the Government. A determination by the Government to/not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. After review of any submitted qualification statements the Corps of Engineers will make a decision as to the method of processing this action.
