- The Office of the Secretary of the Army and the General Services Administration, have jointly sponsored and chartered an initiative to identify an acceptable strategic model for the divestiture of Army owned industrial real estate. Information is sought on available performance solutions on how best to remediate and promote reuse of this property. The Government is seeking creative solutions from industry professionals specializing in contaminated property transactions and BROWNFIELD redevelopment. Solutions may include public/private partnerships, early transfer, and public benefit conveyances, including use of environmental insurance and other risk reducing instruments to minimize or eliminate liability. The Government_s goal is to structure a transaction balancing cost savings, protection of human health, welfare, and the environment. The symposium will be held at the Twin Cities Army Ammunition Plant, situated along Route 10, Arden Hills, Minnesota. TCAAP has been selected as the primary candidate for the application of a value creation approach to remediation and reuse. The subject property consisting of approximately 1,015 acres is improved with numerous buildings of varying degree of usage. The property is currently being characterized with a Phase II Environmental Site Assessment. Upon completion, the findings will be made available for public review. The purpose of this symposium is to share information with the industrial development community to foster ideas to be used in improving the property divestiture process. Any ideas relative to this effort must incorporate the needs and goals of existing and potential stakeholders, such as regulators, elected officials, and other duly constituted public agencies. Primary goals of the Government are to: . Accelerate property transfer. . Create mutually beneficial reuse via early partnering with referenced stakeholders and industry professionals. . Increase tax revenues to local communities. . Reduce the divestiture cost to the Government. Recommendations to be developed must consider and address existing regulatory framework for both cleanup and divestiture of Federal facilities. All interested parties are invited to participate in a public symposium to discuss potential remedies. The forum will be held on October 13, 2000, at 10 AM at the Twin Cities Army Ammunition Plant, Building 105, Twin Cities, MN. Please R.S.V.P. to (617)565-5700. To facilitate and stimulate discussion, information regarding the initiative, the regulatory framework, and additional specific property data will be available at the symposium. The Government is seeking active participation and solid recommendations for potential adoption of a value creation concept. The Government does not intend to award a contract on the basis of this notification or otherwise pay for any participation or information received in response to this request. The Government will advise all participants as to the process it will employ as a result of this symposium.
