Description
NOTICE OF INTENT TO SOLE SOURCE The National Institute for Occupational Safety and Health (NIOSH), Health Effects Laboratory Division (HELD), TMMB, in Morgantown, WV has a need to upgrade our existing TD-4 Thermal Desorption System to allow for continuous and unattended thermal extraction and analysis of volatile and semi-volatile organic compounds from gas, liquid, and solid matrix samples. Our present system will only extract 6 samples per day, while the upgrade to the automated system will allow us to run 20 samples per day. The upgrade would include the following items: Auto Desorb System, installation kit, installation, accessory kit, cryotrap system and cryotrap valve. These systems were developed specifically to provide a means of introducing volatile components into a gas chromatograph (GC) with minimal carryover, sample degradation, and solvent use. They were designed to be easily installed and removed from the GC so that the inlet or instrument need not be dedicated to thermal desorption analysis. The Auto Desorb system can be removed from the GC in seconds, It can analyze both volatile and semi-volatile analytes from a wide variety of sample matrices without any memory effects and with greater sensitivity than many solvent injection or headspace techniques. The current TD-4 system has been used in the MVOC study for three years and this upgrade will be consistent with work already performed. Our gas chromatograph/mass spectrometer has been configured to use the TD-4 Short Path and this upgrade will be continuous in that configuration as well. The Government intends to negotiate on a sole source basis with the original equipment manufacturer, Scientific Instrument Services, Inc., Ringoes, NJ. If there are vendors having the capabilities necessary to meet the stated requirements (compatible upgrades), they are invited to submit appropriate documentation, literature, brochures and references to Brenda L. Goodwin, Reference: RI2000-041, DHHS, PHS, CDC, NIOSH, ALOSH, 1095 Willowdale Road, Morgantown, WV 26505. The Government intends to negotiate on a sole-source basis with Scientific Instrument Services, Inc., Ringoes, NJ, utilizing Simplified Acquisition Procedures. Organizations may submit information no later than September 15, 2000. Information received will generally be for the purpose of determining whether to conduct a competitive procurement.
