Description
The Bureau of Reclamation has a need for janitorial services to be performed at the Hoover Dam Visitor Facilities and Administrative Offices. The principal areas to be cleaned under this contract include the multi-level parking structure, the Visitor Center, the guided tour route, the Exhibit Building, and the area along the top of the dam. An optional line item for cleaning the administrative offices (floors 5 through 8) of Hoover Dam will also be included. This acquisition is restricted to competition among eligible 8(a) Program companies located in the Small Business Administration's Region IX (Arizona, California, Guam, Hawaii, and Nevada). The visitor facilities must be kept clean and maintained throughout the tour day, every day except for Christmas Day when the Visitor Center is closed. Restrooms must be cleaned and restocked several times per day. Trash containers require frequent emptying. General litter must be swept and/or picked up as it collects, and placed in designated dumpsters. Floor surfaces in the Visitor Center, Exhibit Building, and along the guided tour route must be cleaned daily, which may include sweeping, vacuuming, dust mopping, and/or wet mopping. The administrative offices of the dam are to be cleaned 5 days a week except for the Nurses' office on the Fifth Floor and the Operations area on the Eighth Floor which are to be cleaned seven days a week. In addition to the daily tasks, a variety of required tasks must be performed weekly, monthly, semi-annually, etc., or on an "as needed basis." The contractor will provide the equipment and supplies necessary to perform the janitorial services. A pre-proposal conference will be held at Hoover Dam approximately 10 days after issuance of the solicitation. Prospective offerors are strongly urged to visit the site and inspect the existing installation at that time. The date and time for the site visit, as well as RSVP contact information, will be included in the solicitation. No other site visits will be scheduled. The solicitation will include a performance period of one base calendar year with options for four more years, not to exceed a total of five years. This acquisition will be a Performance-Based Service Contract (PBSC), and will be pursued in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. The successful offeror will be required to submit performance and payment bonds prior to performing any on-site work. The project is situated at Hoover Dam which is located approximately 7 miles northeast of Boulder City, Nevada, via U.S. Highway 93, in Clark County, Nevada and Mohave County, Arizona. As stated above, this solicitation is reserved for 8(a) firms in Region IX. Offers from concerns other than 8(a) firms in Region IX will not be considered. For this acquisition, the standard industrial classification code is 7349. We will issue a Request for Proposals in the form of a solicitation which will include a description of the work requirements, instructions to offerors, and required certifications. We estimate that we will issue the solicitation on October 11, 2000. Currently, we anticipate that the due date for offers will be November 14, 2000. No documents will be available until the solicitation is issued. There is no charge for one hard copy of the solicitation; additional copies are $10 each. You will receive a complete solicitation with the specifications and drawings. The solicitation documents, except for the drawings, will also be available online at no charge. For companies who will obtain the documents from the web site, you may request a set of drawings be sent to you.
