- Description
- Sandia National Laboratories, Albuquerque, New Mexico (SNL/NM) expects to award a design-services contract for the Joint Computational Engineering Laboratory (JCEL) project once funds are received. JCEL's primary mission is to ensure the rapid development and application of high-end computing, modeling, analysis and design needed to achieve the objectives of DOE's Science-Based Stewardship and Management program. The JCEL facility will be a multi-story office building with a mixture of single, double and management offices, support and teaming spaces, meeting rooms and computer labs that will focus on research, development and application of leading-edge, high-end computational and communications technologies. There will also be a one-story section with computer prototyping, multi-purpose and multi-media laboratory, office and support space. The building area is estimated between 50,000 and 60,000 gross square feet and the estimated cost of construction for the JCEL facility is $12 million to $15 million. SNL/NM shall award approximately six (6) contracts to construction contractors and their subcontractors, representing the major construction disciplines, for Pre-construction Services during the design phases of the JCEL project. These contractors will be selected to participate, on a stipend basis of $30,000.00, in the review of all design phases of the project and to formally assess and recommend features that would aid in the constructability, scheduling, craft coordination, etc., of the facility. At the completion of the design phase of the JCEL project SNL/NM intends to allow only those contractors who have successfully participated in the Pre-construction Services to bid on the construction of the facility. The Pre-construction Services and the subsequent construction of the JCEL facility will be not be limited to New Mexico construction companies. Teaming with local (Albuquerque, NM) companies shall be listed as one of the criteria in the Best Value Evaluation of the Request for Quote (RFQ). In order to present this process to the construction contracting community, SNL/NM shall hold a mandatory, pre-proposal meeting from 9:00am to noon on Tuesday, October 10, 2000, at the DOE Energy Training Complex (ETC) on Kirtland Air Force Base in Albuquerque, New Mexico. SNL/NM's definition of "mandatory" is that only those companies that attend this meeting will be allowed to submit proposals for the Pre-construction services. After a presentation by SNL/NM representatives there will be a question and answer period. Interested construction companies should review the project details below and, if interested, contact Anita Harvey, at 844-9348, to request a registration form. Any other questions or comments shall be directed to the Sandia Contracting Representative (SCR), Julia De La Cruz, 505-844-9869. Registration forms must be received at SNL/NM by Thursday, October 5, 2000, 3:00pm, Mountain-Standard Time. Award of these Pre-construction Services contracts shall be based on a best value evaluation. The following is a listing of minimum, mandatory construction contractor qualifications. Contractor compliance to these requirements shall be included on the registration form. The contractor must have proven capabilities of having successfully completed three construction projects that meet or exceed 50,000 gross square feet each. The contractor must have successfully completed three construction projects with contract durations of 14 months or more each. The contractor must have proven capability of having successfully completed three construction projects that meet or exceed $12,000,000.00 each. The contractor must have Primavera P3 scheduling capabilities. The contractor must have e-mail capabilities and Web access. SNL/NM will issue a detailed proposal to the construction companies that attend this meeting. This proposal will provide specific detail regarding proposal requirements, additional contractor qualifications and expected deliverables for the Pre-construction Services.
