Description
The Malmstrom AFB contracting office is seeking sources to help provide feedback for the following acquisition: Consolidated Facilities Maintenance Contract which consists of the following services: Family Housing Maintenance, Carpet Installation, Protective Coatings Maintenance, Grounds Maintenance, Refuse Pickup/Disposal, Janitorial services, Simplified Acquisition of Base Engineering Requirements (SABER), CE Material Control, and the Self Help Store. The narratives may not be all inclusive, but will provide the information for you to make a reasonable assumption of the services included. The above services are broken down as follows: 1. Family Housing Maintenance -- The contractor shall furnish all labor, tools, supervision, materials, equipment, and other items or services necessary to perform maintenance on approximately 1,406 military family housing units and 5 playgrounds. Scope of maintenance includes management, service calls, change of occupancy maintenance, recurring exterior facilities maintenance, recurring equipment maintenance, major and minor painting and varnishing, major floor refinishing and replacement, and all related asbestos and lead base paint abatement. Materials are contractor furnished, except appliances and carpet. All work must be accomplished within set response times and completion dates. 2. Carpet Installation -- The contractor shall furnish all labor, tools, supervision, materials, equipment, and other items or services necessary to remove existing carpet and install new Government furnished carpet and carpet pad in rooms and hallways in various buildings on Malmstrom AFB. 3. Protective Coatings Maintenance -- The contractor shall furnish all labor, tools, supervision, materials, equipment, and other items or services necessary to fulfill necessary requirements which include, but are not limited to, interior and exterior painting, installation of wall coverings, crosswalk, street, parking lot, and runway striping, taping, bedding, and sandblasting. 4. Grounds Maintenance -- The contractor will furnish all labor, tools, supervision, materials, equipment, and other items necessary to perform Grounds Maintenance on an estimated 435 improved acres and 469 semi-improved acres. Services include but are not limited to vegetation control, edging, trimming, maintaining 9 sports fields, maintaining new and existing trees, hydroseed, and other common grounds maintenance tasks. 5. Refuse pick/disposal -- The contractor will furnish all labor, tools, supervision, materials, equipment, and other items necessary to perform refuse pickup/disposal on an estimated yearly projection of 5500 tons of base refuse, 1295 tons military family housing refuse, 300 tons of recyclables, 10 calls for asbestos filled dumpsters, 400 calls for various sized dumpsters 20 yd to 35 yds. 6. Janitorial Services -- The contractor will furnish all labor, tools, supervision, materials, equipment, and other items necessary to perform Janitorial Services on an estimated 36 buildings to include a gymnasium and movie theater. Estimated square footage is not available at this time. Tasks vary from building to building, but basically covers floors, walls, glass, and trash removal. 7. Simplified Acquisition of Base Engineering Requirements -- The contractor shall furnish all labor, tools, supervision, materials, equipment, and other items required for a broad range of maintenance, repair, and minor construction work (Minor Construction defined as up to $500,000) on various real property facilities. The facilities include Military Family Housing areas and Minuteman Missile Facilities at Malmstrom AFB and The Montana Air National Guard at Gore Hill. The work includes, but is not limited to excavation, demolition, concrete, masonry, road repair, carpentry, roofing, interior and exterior electrical, steam fitting, plumbing, sheet metal, painting, and welding. 8. CE Material Control -- The contractor shall furnish all labor, tools, supervision, materials, equipment, and other items or services necessary to support the ordering and build-up of internal work order bills of materials. 9. Self Help Store -- The contractor shall provide all labor, tools, supervision, materials, equipment, and other items or services necessary to provide prompt assistance and answer all questions referencing facilities, lawncare, maintenance, and construction, from housing/facility occupants and CE craftsman.
