- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-808250, and is 100% Small Business set aside and is under the procedures of the Federal Acquisition Regulation Part 12 and 13 (test program). The Standard Industrial Classification (SIC) code is 7999 (NAICS number is 48799), the size standard is $5 million dollars. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-19. The Federal Bureau of Investigation intends to award a firm-fixed price contract under RFQ-808250, "brand name or equal" for the purchase of 26 each FTVS-TP, Firearms Training Systems. These systems include the following: a) Student's Heads-Up Display; b) Target close-up camera with telephoto zoom; c) Trigger pressure sensor and graph display software; d) Video and data monitor (high resolution); e) Multiple-path video and graphics input/output; f) Pentium III 500 MHz central processor; g) Videotape recorder with frame-by-frame playback; h) Screen still image capture and video capture; i) Glock 17 gas-recoil pistol; j) Pistol recoil cycler; k) Data entry port for simulated recoil pistol; and, l) On-site training and one-year Warranty by Bristlecone. Delivery Schedule shall be 60 days after-receipt-of-order. FOB-Destination, Quantico, Virginia. If items called for by this RFQ have been identified in the synopsis/solicitation by a "brand name or equal" description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product(s) is (are) clearly identified in the quote and is (are) determined by the FBI to meet fully the salient characteristic requirements stated above products. Unless the vendor(s) clearly indicates in their quote(s) that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. All quotes will be considered, if timely. Each offeror shall submit a sample of the items he/she proposes, if proposing an equal product. The provision at FAR Clause 52.212-1, Instructions to Offerors (Mar 2000), and addendum is incorporated. ADDENDUM to 52.212-1, modify (b) Submission to offers is to read as follows: "Submit signed and dated offers to the attention of Ms. Theresa M. Powell, Contracting Officer, at FBI Academy, RFQ-954372, HRT Building, Quantico, Virginia, 22135. The contractor shall provide no more than five contact names, addresses, telephone and facsimile numbers of previous contractors, either Government or Commercial, from contracts within the past five years, for the purpose of evaluating Past Performance." All quotes are due by 10:00 AM, EDT, 9/29/2000. Incorporated by reference are the FAR Clauses 52.212-4, Contract Terms and Conditions (May 1999), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (Aug 2000), Section (a), Subsection 5-8; 11-23; and 25; and Section (c). Clause 52.211-6, Brand Name or Equal (Aug 1999), is incorporated by reference. Clause 52.212-3, Offeror Representations and Certifications apply. Each offer shall include a completed copy of 52.212-3 (Feb 2000) with their quote. FAR Clause 52.212-2, Evaluation is incorporated by reference and applies to this acquisition. ADDENDUM 52.212-2(a) -- Award will be based on best value to the government. The following factors shall be used to evaluate offers: Technical, Past Performance, and Price. Technical and Past Performance when combined are significantly less important than cost or price. Technical evaluation will be based on offerors ability to meet the FBI's requirements and delivery schedule listed above. Past Performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Any vendor not having government or commercial experience will be rated as "Neutral." Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
