17. This is a combined synopsis/solicitation to procure commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This procurement is being issued a request for quotation. Submit offers to Solicitation # 0008. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated Standards Industrial Code (SIC) for the procurement is 3821. SCHEDULE: The National Institute of Allergy and Infectious Diseases intends to a buy a flexible chromatography system that allows small and mid-scale purification of proteins using conventional media as well as high-resolution analysis of proteins and peptides using reversed-phase chromatography. This chromatography system should include, but not be limited to, the following Amersham- Pharmacia Inc. components. (Brand name or equal components are acceptable.): Amersham AKTA Purifier, Part No. 18140000; Amersham Fraction Collector, FRAC-950, Part No. 18608300; Compaq Deskpro EN 550PIII Desktop Computer, w/Monitor, Part No. (Amersham) 13359801; Superloop, 10ml, Part No. 18111381; Sample Loop, 500ul, Part No. 18111399; Sample Loop, 2.0ml, Part No. 18111402; Superdex 75HR 10/30, Part No. 17104701; Mono Q HR 10/10, Part No. 17055601. Delivery location is National Institute of Allergy of Infectious Diseases; Bethesda, MD. 20892 and shall be inside delivery. FAR provisions and clauses that apply to this acquisition are 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation Commercial Items; FAR 52.212.3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required Implement Statutes or Executive Orders Commercial Items. The Government intends to make a "best value buy" to the responsible offeror whose offer is most advantageous to the government. The evaluation criteria will include 1) Ability to perform low and high pressure chromatography, 2) Wavelength monitoring flexibility, 3) Price and 4) Warranty Considerations.
