Description

The Naval Air Systems Command (NAVAIRSYSCOM) intends to award a sole-source firm-fixed price contract for Foreign Military Sales (FMS) to Systems and Electronics Incorporated (SEI), 201 Evans Lane, St. Louis, MO 63121-1126. The procurement will consist of a High Power Device Test Sub-systems (HPDTS) and associated Support Equipment (1 each) for the countries of Australia, Italy, Switzerland, Finland and Taiwan. Additionally, the Government will award an option to purchase HPDTSs and associated Support Equipment (1 each) for the countries for Malaysia and Kuwait. The HPDTS equipment and services to be purchased are: Production Hardware (consisting of HPDTS Power Supply Group OP-188/USM-636(V), HPDTS S.T./CAL OTPS Interconnecting Group ON-524/USM-636(V), Water Chiller Unit (WCU), Power Converter Unit for WCU, APG-65 RADAR System OTPS Interconnecting Group ON-500/USM-636(V) (except for Taiwan); and Installation Kit); technical data; technical manuals; software; administrative/financial data for production hardware; engineering/logistics services, travel, parts & materials, and data for production hardware; interim support/ROR program and data for production hardware; spares, repair parts, and data; maintenance assist modules and data for production hardware; field support equipment and data for production hardware; HPDTS & OTPS training; facilities & site evaluations for production hardware; data for facilities & site evaluations; site installation verification; and freight shipping. SEI is the sole designer, developer and integrator of the HPDTS, Self-Test/Calibration OTPS and APG-65 OTPS, and is the only firm with the knowledge, production experience, technical data, data rights, special tooling and test equipment to meet the Government's requirements within the timeframes required to meet critical fleet operational requirements.
