Sources Sought Reference N66001-00-X-XXX3/SUBJECT CORRECTION SUBJECT: A-: SOURCES SOUGHT FOR INMARSAT Type Approved Saturn-B Terminals POC: Contract Negotiator, Sharon M. Pritchard, Code D212, (619) 553-4492 This serves as a sources sought notice to locate qualified sources for the procurement of the Saturn-B INMARSAT equipment or equivalent and related support services. The Space and Naval Warfare Systems Center anticipates issuing a solicitation for a base year with four one-year options. This procurement is intended to be a cost plus fixed fee, indefinite quantity contract; other than the minimum guarantee in the base year, there is no minimum guarantee on the option years. The estimated level of effort for the total requirement is 26,000,000.00 dollars. The INMARSAT Type Approved Saturn-B terminal or equivalent will have the following capabilities: 16Kbps Digital Voice, 9.6Kbps Group III Fax, 9.6Kbps Asynchronous Data, 64Kbps Synchronous Data, STU-III, and EMCON. In addition, the Saturn-B terminal or equivalent must be capable of providing 128Kbps synchronous data and Antenna hand-over. If 128Kbps synchronous data and/or the hand-over capability do not have INMARSAT Type Approval then the vendor will be required to submit a POA&M to achieve INMARSAT Type Approval by Contract Award. The requirement also includes engineering services as well as the operation and maintenance support. Engineering tasks may include proposals for product improvement and new product development. Operation tasks may include factory training and shipboard on-the-job training. Maintenance tasks may include warranty and non-warranty repair of installed systems. Any interested source that can provide the requirements in accordance with the cited Statement of Work, is invited to submit a written qualification statement as it relates to relevant past performance (previous or current experience) similar to the required equipment/services for the past five (5) years. The package shall include the following: (1) Name and address of applicant (Corporate/Principal Office); (2) name, telephone and fax number of point of contact; (3) date firm started; (4) SIC Code; (5) type of business (i.e.: large, small business, small disadvantaged 8(a) certified, Woman-owned small business, small disadvantaged business (not 8(a) certified); (6) contractor's capabilities to meet the following as related to the scope: (a) INMARSAT Saturn-B or equivalent equipment (b) 128Kbps and Antenna hand-over capability,(c) engineering support, and (d) operation and maintenance support. (7) All of the information sought should be conveyed in no more than 10 pages. Each response must reference the sources sought title. The applicable Standard Industrial Classification Code for this acquisition is 3575 and the small business size standard is 1000.
