- Description
- The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis, the services of Wen, Hagley and Associates, 13401 Valley Drive, Rockville, Maryland. The tasks to be performed are design and electronic instrumentation construction services for the upgrade of the NIST Synchrotron Ultraviolet Radiation Facility (SURF) control system. Develop and teach a course to new SURF operators, and assist the software engineer with ensuring that the control software executes its physical functions. This acquisition is to be accomplished under the authority of FAR 13.106(a)(5), which permits sole-source acquisition when only one source is reasonably available. The anticipated period of performance is one (1) year from date of award. This is a sole source requirement because the company's personnel are uniquely qualified to perform this work because of experience with SURF III machine operations and extensive experience in high-frequency electronics, accelerator physics, and feedback and control systems. This notice is not a Request for Quotations. However, interested parties may identify their capability to satisfy the Government's requirements no later than the response date above. Capability statements shall include documentation of expertise in all areas pertinent to the proposed project. A determination by the Government not to compete this proposed order base upon responses to this notice is solely within the discretion of the Government. A solicitation document is not available. A fixed price purchase order shall be awarded.
