- Description
- The Department of Transportation, Federal Railroad Administration, Office of Research and Development has a requirement to acquire contractor support for technical assistance in conducting research in the Human Factors Program that focuses on organizational and human behavior issues that impact human error in the railroad environment. The broad goal of the project is to demonstrate the applicability of a promising safety enhancing methodology with the railroad environment. It is intended that an indefinite delivery, indefinite quantity contract will be awarded. As discrete research requirements are defined, individual task orders will be issued under the proposed contract to address specific research needs. Topic areas which may be included in a task order are development of a practical model of applied behavioral analysis; refinement and then further implementation of the model at freight railroads; participation on a cross industry working group to evaluate the behavior based/teaming programs with industry stakeholders; provide expertise in the development of software to support behavior-based safety/teaming initiatives across the industry; and provide expertise in the development of a database of demonstrated results from behavior-based/teaming efforts within the industry. The proposed contract period of performance is one year for the base period and two one-year options. The solicitation for this proposed contract will be made available to interested parties via the Internet at http://www.eps.gov. No paper copies of the solicitation will be available. It is estimated that the solicitation will be posted in mid October. All responsible sources may submit a proposal which will be considered by the Federal Railroad Administration. This is an unrestricted solicitation.
