- Description
- The U.S. Army Communications-Electronics Command (CECOM has a requirement for Engineering and Technical Support Services. The resultant contract will support their on-going efforts to develop an integrated Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) System to evolve in accordance with the Chief of Staff of the Army (CSA) objectives to transform the Army. There are four critical development programs in support of the CSA Transformation Directives; Enroute Mission Planning and Rehearsal (EMPRS); Brigade Combat Team (BCT); Future Combat System [FCS]; and Future Objective Force. This effort will support the continuing activities associated with CECOM's efforts in developing the C4ISR System for EMPRS, BCT, and the FCS leading to the achievement of the objective system and will entail development of program plans, acquisition strategies, demonstration scenarios, requirements reconciliation, systems evaluation and analysis, training, testing, independent analysis of equipment/systems performance as well as briefings, white papers and staff studies. In addition, the effort includes technical support to CECOM techbase and development programs such as Scientific Technical Objectives [STO], Advanced Technology Demonstrations (ATDs), Advanced Concept Technology Demonstrations (ACTDs) and Advanced Warfighting Experiments (AWEs) as well as understanding of the Army strategy and requirements for the objective force and the programs of Training and Doctrine Command (TRADOC) Battlelabs, the Joint Battle Center and other sources. This is a full spectrum effort that includes experimentation and testing activities, evaluation and assessment activities as well as various efforts to mature the C4IEWS Architecture and equipment/system performance. The contract will require personnel and facilities to be located within minimal commuting distance of Fort Monmouth, NJ in order to provide timely support. Some of the labor categories anticipated to be required are Project Director, Senior and Staff Engineers, Senior and Staff Scientists, Senior and Staff Computer Scientists, Program Analyst, and Administrative Assistant/Secretary. This time and materials type contract will have a period of performance of three years plus two one year options. A Top Secret clearance is required.
