Description
The Social Security Administration intends to award one or more contracts to test the results of providing access to treatment (pharmacotherapy and/or psychotherapy) for Social Security Disability Insurance (SSDI) beneficiaries with affective disorders. For those beneficiaries who are in the treatment group, SSA will pay for the beneficiary_s portion of reasonable and customary charges (at Medicare rates) for the outpatient treatment of affective disorder. SSA is interested in whether indemnifying beneficiaries for treatment costs results in more beneficiaries seeking treatment and returning to sustained full-time employment. This demonstration will offer beneficiaries free treatment for their affective disorders, in natural treatment settings, and will assess the cost-effectiveness of the intervention. SSA contracted to produce a draft protocol (DP) which details the research design and plan for the implementation and evaluation of this demonstration project. SSA will award the evaluation contract (task) under a separate announcement and contract. However, the evaluation shall be conducted by a Contractor that is not involved in the implementation of this demonstration project. The organizational conflict of interest clause may be applicable, and may prelude an offeror from being awarded both contracts in accordance with FAR 9.502(c). The Government intends to award a cost reimbursement completion type contract, period of performance from April 2001 through March 2005. No phone requests will be accepted. Proposals from all responsible sources will be accepted. Respondents should refer to synopsis no. SSA-RFP-01-0001. Solicitation number SSA-RFP-01-0001 will only be available by downloading through the Electronic Posting System (EPS) website at http://www.eps.gov. The solicitation should be available for downloading on or about 10-20-2000. Only written inquiries regarding this synopsis and forthcoming solicitation will be accepted
