Description
The National Institutes of Health (NIH), National Institutes of Diabetes, Digestive and Kidney Diseases intends to contract on a sole source basis with Educational Services, Inc. to implement a national media-based component within the current contract number N01-DK-0-2402, entitled "Support Services for the Weight-Control Information Network, WIN" under the authority of FAR 6.302. It is within the Government's best interest to supplement the existing contract with this media-based component based on the existing effort this contractor is currently performing on a state and local level. This effort will require additional funds beyond what was originally negotiated. In accordance with President Clinton's announcement of a new initiative on February 28, 1998 that establishes a nation-wide goal of eliminating racial and ethnic health disparities by the year 2010, the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), a part of the National Institutes of Health (NIH), intends to use supplemental funds to expand its efforts to encourage Black women to get more physical activity and eat healthier foods. NIDDK will supplement its existing contract with Educational Services Incorporated (ESI) to plan and implement a national, media-based component of the established Sisters Together: Move More, Eat Better Program. The Sisters Together: Move More, Eat Better Program is also a part of NIDDK's Strategic Plan on Minority Health Disparities. The Sisters Together: Move More, Eat Better Program was initially a three-year (1995-1998) pilot communication effort for Boston-based Black women ages 18 to 35. NIDDK developed the Sisters Together: Move More, Eat Better Program because data from the Third National Health and Nutrition Examination Survey (HNANES) indicate that Black women have the highest rates of obesity and overweight among all racial and ethnic groups in the United States. The pilot program used a variety of tools such as walking groups, dancing groups, cooking demonstrations, and health seminars to inspire the women to move more and eat better. The national effort would build on the activities started in the pilot. The program will also nurture and facilitate partnerships with national, state, and local groups and individuals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 45 days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice received would normally be consisted solely for the purpose of determining whether to conduct a competitive procurement.
