- This is a combined synopsis/solicitation for various commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a quote is being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation N61339-00-T-0152 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-19. The solicitation shall be awarded on a sole source basis to Veridian Engineering, Warminster, PA. The SIC Code for this solicitation is 8711 with a size standard of $20mil. The following items are required per Statement of Work: CLIN 0001, Information Technology Services in support of E-2C Operator Training Devices in accordance with the following Statement of Work. 1.0 INTRODUCTION. 1.1 Organization. Naval Air Warfare Center Training Systems Division (NAWCTSD), 12350 Research Parkway, Orlando, FL 32826-3275. 1.2 Project Background and Objectives. The Naval Air Warfare Center Training Systems Division (NAWCTSD), has been directed by Naval Air Systems Command Program Manager for Training Systems (PMA205) to procure training devices in support of the E-2C Hawkeye aircraft. In this capacity, the NAWCTSD E-2C Project Manager is responsible for providing the E-2C training community with devices that meet the community's initial and recurring training requirements. This Statement of Work (SOW) is for E-2C training device acquisition support in accordance with the task descriptions listed in paragraph 2.1 below. This task shall be for six months, as specified in paragraph 4.4 below. All documents and reports generated as a result of this effort shall be accurately documented and delivered to the Government with unlimited data rights. 2.0 TECHNICAL SERVICES REQUIRED. 2.1 Task Description. The contractor shall perform non-personal data identification, acquisition, analysis, and liaison services in accordance with this Statement of Work (SOW) as shown below. 2.1.1 Training Device Acquisition Analysis. The contractor shall perform acquisition analyses and recommend courses of action intended to reduce Government cost or maximize benefit to the Government. The contractor shall also perform requirements analysis. 2.1.2 IPT Participation. The contractor shall participate, as directed, in E-2C Integrated Project Team (IPT) activities such as meetings, conferences, and reviews. The contractor shall provide a written report containing a list of attendees, salient points of the event, and recommendations. 2.1.3 Contractor Documentation Review. The contractor shall review documentation submitted to the Government by training device production contractors. The documentation shall be reviewed for format, content, and compliance with Government requirements documentation. Comments on the documentation will be provided to the Government. 2.1.4 Training Device Test & Evaluation. The contractor shall participate in all phases of training device test and evaluation. This shall include test planning, review of and comment on production contractor test procedure documents, actual conduct of incremental and formal device testing, and review of and comment on production contractor test results reports. 2.1.5 Working Group Participation. The contractor shall participate in working groups, as assigned by the Government. Such participation shall be as a full member of the assigned group, with duties and responsibilities as assigned by the working group leader. 2.1.6 Configuration Status Accounting. The contractor shall assist the Government in ensuring that the configuration baseline for each E-2C Cog 2"O" training device is complete and accurate. 2.2 Expertise. 2.2.1 Special Skills. The following skills are necessary to the accomplishment of the task outlined above: (1) Experience with simulators and their design and operation. This includes IOSs and aircrew tactical stations (CIC), (2) Expertise in the E-2C aircraft tactical environment, (3) Experience with the NAWCTSD Configuration Management Support System (CMSS), (4) Expertise in training device acquisition and management. 2.3 Unique Services. 2.3.1 Travel and Per Diem: Expected travel to accomplish requirements is as follows: Four (4) trips Orlando-Tampa, FL totaling 8 man days and Two (2) trips to Norfolk, VA, totaling 6 man days. Additional travel shall be coordinated with the Government Program Manager (GPM) or the Contracting Officer's Representative (COR). 3.0 GOVERNMENT FURNISHED RESOURCES. 3.1 Facilities, Supplies and Services. The contractor will provide work spaces, and related supplies associated with task performance. 3.2 Information Sources. The contractor will be given reasonable access to Government Subject Matter Experts (SMEs) and facilities in order to accomplish the tasks outlined in this SOW. 3.3 Documentation. The Government will provide standard documentation and reference materials. All needed standards and associated documentation are available at NAWCTSD. 4.0 Place of Performance. 4.1 The work required by this SOW shall be completed at the contractor's place of business. Any access to Government facilities shall be coordinated with the GPM. 4.2 Hours of Work. 4.2.1 The Government facility is available for contractor performance during normal working hours 0700 to 1800 weekdays, except Federal holidays. 4.2.2 If required and approved, overtime may be authorized. All overtime must be approved by the GPM or COR. 4.3 Duration of Task. The duration of the task shall be from 01 February 2001 through 31 July 2001. 4.4 Security and Privacy. 4.4.1 Clearance. Individual and facility security clearances shall be commensurate with the classification level of the data to be analyzed. Specific address to send security clearances shall be coordinated with the COR. 5.0 SPECIAL INSTRUCTIONS. 5.1 General/Miscellaneous. 5.1.1 Supervision. The contractor shall provide total task supervision. 5.2 Unique Reporting Requirements. Contractor's Progress, Status, and Management Report. The contractor shall provide a monthly status report to include the status of the progress along with a projected progress for the following month, and problems encountered by the contractor which impact the SOW or funding expenditures for this delivery order. Contractor format is acceptable. 6.0 DOCUMENTATION AND REFERENCES. The following instructions, bulletins, and device publications are necessary to perform the tasks listed in this SOW. A copy of this documentation is maintained at NAWCTSD Orlando, Florida, and is available to the contractor upon request. 6.1 INSTRUCTIONS/BULLETINS. NTSCINST 4000.22D Technical Data Management Program: Policies and Procedures for, and DODINST 5220.22M National Industrial Security Program Operating Manual (Held by Contractor). 6.2 E-2C DEVICE PUBLICATIONS. The contractor shall request such documents as are required for the performance of the duties detailed in this SOW. All applicable Government documentation will be accessible to the contractor. Delivery shall be made FOB Destination. Period of Performance is 6 months. The following FAR/DFAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3 ALTERNATE 1, 52.212-4, 52.212-5 (Dev), 252.212-7001. The following subparagraphs of FAR 52.212-5(b) apply: (12), (13), (14), (15), (16), (22). The following subparagraphs of FAR 52.212-5(c) apply: None. The following clauses of DFARS 52.212-7001(b) and (c) apply: 252-225-7001. A COMPLETED COPY OF THE FOLLOWING MUST BE INCLUDED WITH THE QUOTE: FAR 52.212-3 AND DFARS 252.212-7000. The following clause also apply: DFARS 252.204-7004, "Required Central Contractor Registration". The DPAS rating for this solicitation is N/A. See Note 22 (forty-five days is changed to read fifteen days).
