- This is a Sources Sought synopsis announcing the OMB Circular A-76 Cost Comparison study for the Directorate of Plans, Training, Security and Mobilization (DPTSM), Forts Richardson, Wainwright and Greely, Alaska. The intent of this study is to determine the most efficient and cost effective method of providing support services in the management and operation of the DPTSM for the above referenced locations. This notice does not constitute a commitment by the Government. The study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services will be developed and a contract may or may not result. Requirements include the following range of functions which are subject to change based upon mission requirements: Provide all resources and management necessary to manage and operate the DPTSM located at Forts Richardson, Wainwright and Greely, Alaska as specified in the following areas. The areas include Information Management Office Operations; Force Modernization/Integration Office Operations; Plans and Operations Division (Partial Operations), which includes Planning Operations FRA, Command Operation Center Operations FRA, Planing Operations FWA; Training/Range Division (Partial Operations), which includes Range Branch (Partial Operations), USARAK Range Engineer Operations FRA, Range Maintenance Services FWA/FRA/FGA, Range Operation Services FWA/FRA/FGA, Training Branch (Complete Operations); Assistant Director Plans, Training, Security, and Mobilization Operations; Aviation Office (Partial Operations), which includes Validation/Scheduling Office Services; Wainwright Army Airfield Operations, which includes POL Operations, Flight Dispatch Operations. Proposal evaluation will be in accordance with OMB Circular A-76 and Section M of the Request for Proposals (RFP). RFP issuance is projected for November 2001. Any resultant contract will have a performance period consisting of a base period with four option years. A Firm Fixed Price contract is contemplated. The Government plans to award one contract for all of the services described in this announcement. A complete technical, management, quality control and cost proposal with associated documentation will be required. The applicable SIC is 8744 with a small business size standard of $20 million. The North American Industry Classification System (NAICS) designation is 56121. Market research is being conducted to determine the existence of sources capable of performing as the prime contractor for DPTSM functions at Forts Richardson, Wainwright and Greely, Alaska. As such, interested parties should provide responses to the market survey questionnaire that can be accessed on the U.S. Army Alaska, Directorate of Contracting web site located at http://www.usarak.army.mil/doc/, by 17 October 2000. Respondents should follow the submission instructions included with the Market Survey. Any responses to this notice should include the following information: company name, point of contact, address, telephone and fax numbers, e-mail address, brief description of company and capabilities, experience areas, size, history, awards or certifications received by the company or its employees, CAGE code and/or tax ID number, and business size category.. All contractors who provide goods/services to the Department of Defense must be registered in the Central Contractor's Register (CCR).
