PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this personal services contract position is to maintain the operational effectiveness of the CNP air fleet. II. Scope of Work: The Contractor shall: Provide technical advisory assistance for the maintenance of ARAVI aircraft. Maintain contact with the assigned uniformed maintenance officer of ARAVI. Assist ARAVI personnel on the implementation of computerized scheduled maintenance programs (such as 'LAS' or 'INNAIR'). Provide ARAVI liaison with appropriate US federal agencies, mainfacturers and vendors to expeditiously disseminate, to ARAVI personnel, information relating to the operation, modification, maintenance, inspection, and repair of the equipment and components in the ARAVI inventory. Assist in engineering, analysis, interpretation, and evaluation of maitenance issues and in the preparation of accurate technical description of such issues in order to assist ARAVI in arriving at the possible solutions. Coordinate in the training program for the uniformed and contract personnel in maintaining aircraft, aircraft components and aircraft systems. Travel is required to perform maintenance advisor functions at forward DIRAN bases (FOB) and operatin locations (FOL). Disseminate civil and military manual and other current literature re: standard maintenance, safety, and operational parctices and recognized methods of the aviation industry to ARAVI personnel through discussions and OJT. Assist DIRAN/ARAVI personnel obtain a thorough knowledge of aircraft structures and assembly, including but not limited to engines, rotor systems, drive train, electrical systems, accessories, hydraulic systems, flight control systems, servor system, and communications/navigation systems. Explain the significance of , as well as how to work form technical publications, service bulletins, customer service notices and operational safety advisories, to disassemble, repair, modify, inspect, and reassemble aircraft components and equipment. Keep abreast of all DOD safety of flight (SOF) bulletins and FAA airworthiness directives (ADS) and coordinate ARAVI compliance with same. Assist ARAVI personnel in planning their work requirements and arranging manpower, parts, and equipment to complete those tasks (production control). Assist ARAVI personnel regarding type, extent, and feasibility of repairsm as well as change incorporation, modification, and maintenance discrepancy remedies. Advise on requirements for temporary assignment of additional maintenance specialist, and on requirements for contracting our work to U.S. and Colombian contractors. Together with ARAVI personnel, maintain liaison with the Colombian Air Force (FAC) on interchange of equipment, facilities and/or training. Instruct on usage and calibration of precision instruments, gauges, and test measurement diagnostic equipment. Advise on organization of maintenance operations, including but not limited to production planning, production control, quality assurance and control and documentation and record keeping. Advise and assist ARAVI in project preparation and implementation of aviation facility and maintenance equipment, improvements, construction, and acquisition. Advise and assist ARAVI in preparation of foreign military sales (FMS) letters of request (LORS) and acquisitions and equipment. Serve as contracting officer's representative (COR) on selected ARAVI related contracts. Oversee and advise ARAVI on its project to assemble 5 Huey II Kits, in country, in FY 2000. Advise the NAS Aviation Program Officer on all areas related to CNP aircraft maintenance. Serve on Aviation accident investigation boards. Participate in NAS Bogota end use monitoring program as required. Provide budgetary, equipment, and personal requirements estimates for NAS program projections as required. Serve as oral interpreter during USG and VIP visits to CNP facilities as required. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Must be a U.S. citizen, must demonstrate the ability to communicate effectively in Spanish (S-3/R-3 level). Must be able to obtain a secret security clearance. Completion of high school is required. College is highly desirable, 4 years University degree, preferably in management or aviation related studies. Ability to clearly communicate in technical English both verbally and in writing. Ten years experience in aviation maintenance management. Must have FAA Airframe and Powerplant License or DOD Maintenance Test Pilot Certification. International experience in aviation. Ability to perform assign duties with a minimum of supervision and to take the initiative in handling CNP aviation projects in the absence of the Aviation Program Officer. Knowledge of USG military aviation maintenance manuals, rules and regulations. Teaching experience in aviation related subjects. V.
