Description

Under the authority of FAR 6.302-1, the U.S. Army Robert Morris Acquisition Center, Natick Contracting Division, Natick, MA intends to negotiate and award a purchase order on a sole source basis with North Carolina State University-Center For Research on Textiles, Production and Comfort, Box 8301, Raleigh, NC 27695-8301, which is an effort to provide the Government with Thermoman testing of mounted crew clothing systems when exposed to a flame threat (heat flux) of 2 calories/centimeter squared/second for varying lengths of time. All trials are to be videotaped, photographed, predicted burn body pattern developed for each exposure, have data sheets prepared and burn figures and curve charts prepared. In addition TTP evaluations of material systems must be conducted. This effort is a continuation of a previous effort NCSU performed for the Government, and the use of the same contractor is required to provide continuity in the testing and data produced. The use of another source would result in the duplication of costs, which would be incurred by the Government in order to establish a baseline of testing data.
