- Description
- The purpose of this special notice is to advise industry, universities, educationals, non-profit organizations, DOE National Laboratories, as well as recipients of DOE EM Science Program (EMSP) projects of upcoming opportunities. The Department of Energy, National Energy Technology Laboratory (NETL) on behalf of the Office of Environmental Management (EM), Office of Science and Technology (OST) plans to solicit proposals for applied research and development (R&D) of innovative and improved technologies that will reduce the cost to, or time to, remediate former weapons complex sites. The EMSP conducts basic research that addresses DOE site needs [http://emsp.em.doe.gov]. While specific interest exists to extend the most promising EMSP projects to the applied R&D stage, it should be stressed that prior EMSP participation or teaming with EMSP participants is not required, and new research approaches are also encouraged. A session in the "Industry Partnerships for Environmental Science and Technology Conference" (October 17-19, 2000 at NETL in Morgantown, WV) will address applied research and development needs and technology gaps for each of the five focus areas. The anticipated areas of interest are as follows: Tanks Focus Area (TFA) [http://www.pnl.gov/tfa/] [http://ost.em.doe.gov/ifd/tanks/tanks.htm] in-situ waste analysis, waste chemistry and physical properties for processing, chemical analysis methods and validation, vadose zone characterization; Transuranic and Mixed Waste Focus Area (TMWFA) [http://wastenot.inel.gov/mwfa/] [http://ost.em.doe.gov/ifd/mwfa/mwfa.htm] characterization of Resource Conservation Recovery Act (RCRA), Toxic Substance control Act (TSCA), and Transuranic (TRU) wastes, material handling automation, payload enhancement for mixed waste handling and storage, and handling, storage, and treatment of unique wastes; Deactivation and Decommissioning Focus Area (DDFA) [http://www.netl.doe.gov/dd/] [http://ost.em.doe.gov/ifd/DDFA/dd.htm] characterization including long-term monitoring and surveillance, decontamination, worker health and safety, and automated and remote/robotic deployment and manipulation systems; Subsurface Contaminants Focus Area (SCFA) [http://www.envnet.org/scfa/] [http://ost.em.doe.gov/ifd/scfa/scfa.htm] characterization, monitoring, modeling and Analysis, separations and reactive treatments in the subsurface, and validation, verification, and long-term monitoring of contaminants and treatment; and Nuclear Materials Focus Area (NMFA) [http://id.inel.gov/nmfa/] [http://www-emtd.lanl.gov/NMFA/LeadLab.html] (Lead Laboratory -- LANL) non-aqueous technique for dilution of U235 while maintaining contamination control, ALARA (as low as reasonably achievable), and criticality safety. This is an advance notice of DOE/NETL plans. This is NOT a solicitation, and there are no solicitation documents available at this time. This is not a request for information of any type. This notice is merely an announcement of DOE's plans for the specific purpose of enhancing competition. As the requirements are developed and finalized for the applied R&D needs, subsequent notices of solicitation availability will be published.
