Description
It is the declared and acknowledged intention and meaning of this solicitation to provide a Maine Department of Environmental Protection Grade 2 Licensed Operator for operation of the station's wastewater treatment plant. Operation includes laboratory analysis, process control, preventative maintenance of equipment, minor repair of equipment, complete reports and operation of one pumping station. Treatment plant is a 45,000 gallon per with the modified RBC Process. The work is located at the Naval Security Group Activity, Winter Harbor, Maine. The contract resulting from this solicitation will be a firm fixed price contract. PROSPECTIVE CONTRACTORS MUST REGISTER IN THE CENTRAL CONTRACTOR REGISTRATION DATABASE PRIOR TO AWARD OF A CONTRACT. BIDDERS ARE FURTHER ADVISED THAT FAILURE TO REGISTER IN THE DOD CENTRAL CONTRACTOR REGISTRATION DATABASE MAY RENDER YOUR FIRM INELIGIBLE FOR AWARD. The government will award a contract to the responsible quoter whose quote is the most advantageous to the government, price and other factors considered. Factors, other than price include: QUALIFICATIONS AND EXPERIENCE: Evidence of qualifications and years of related experience for operator of record and intended on-site licensed operator. Number of years the company has been in operation and active in performing similar services. CAPACITY: Description of plans to ensure adequate staffing to meet contract requirements -- specifically addressing the following: staffing for operations (plan for labor back-up for employee absences), testing, sludge management, and preventative maintenance. PAST PERFORMANCE: Has contractor been the receipient of any State or Federal safety/OSHA violations related to the provision of similar services within the last 3 years? Also, has the contractor been the recipient of any notifications of non-compliance or other regulatory agency citations with regard to failure to operate within State or Federal guidelines within the last 3 years. Evidence of contractor's proven expertise, reliability and responsiveness in the form or written or verbal evaluations from Government or private industry. Information can be provided by the contractor, or obtained through existing government databases, contract file documentation or customer interviews. Contractor shall provide a minimum of 3 references for work of a similar nature, with point of contact and a phone number. All evaluation factors, other than cost or price, when combined are approximately equal to cost or price. The contractor shall provide pricing as required by the solicitation and shall submit a narrative of how their price and consideration of all other factors shall benefit the government. A meeting to discuss the terms of this solicitation and walk through will be held on 04 OCT 00 at 10:00 a.m. at the Naval Security Group Activity, Winter Harbor, Maine in Bldg. 216.
