Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This contract has been SET-ASIDE for SMALL BUSINESS, North American Industry Classification System (NAICs) is 71394, size standard $5,000,000. The Service Contract Act applies. The contract will be awarded based on the availability of funds. The contract will be for one year, starting the 1st of October 2000. The number of estimated hours will be approximately 1102 hours for the year. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items or service necessary to perform Aerobic Exercise Instruction as defined in the statement of work at Los Angeles Air Force Base in El Segundo and Fort MacArthur in San Pedro. The contractor shall provide a manager who shall be responsible for the performance of work. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing and submitted to the contracting office. The contract manager or alternate shall be available during normal duty hours within 30 minutes to meet on the installation with government personnel designated by the contracting officer to discuss the problem areas. After normal duty hours the manager or alternate shall be available within 24 hours. The contracting manager must be able to read, write, speak, and understand English. The contractor shall ensure that employees have current and valid professional certifications for the classes they are teaching. The contractor shall be required to provide the contracting officer with proof of certification for all employees before contract start date. Only certification by the following nationally recognized organizations shall be acceptable: Aerobic Fitness Association of America (AFAA), Dr. Coopers Institute Aerobics Research, American Council of Exercise (ACE), American Aerobic Association International (AAAI/ISMA), and American College of Sports Medicine (ACSM). All instructors shall be required to maintain current certification in Basic First Aid and Cardiopulmonary Resuscitation. Contractor personnel shall present a neat appearance and be easily recognized. The contractor shall not employ any person who works for the United States Government that might create a conflict of interest. The Contractor shall conduct at least one 2-hour training session per quarter for all instructors to update any new trends in aerobic exercise instruction. The Contractor shall establish and maintain a complete Quality Control Plan to ensure the requirements of the contract are being met. The Contractor shall be responsible for safeguarding all keys and government property provided for contractor use. The scheduled times for El Segundo are as follows: Monday-Friday 0600-0700,1130-1230, 1630-1730, and Saturday 0900-1000. The scheduled times for Fort MacArthur are as follows: Monday-Friday 1730-1830, and Saturday 0900-1000. Classes will include, but not limited to: Hi/Low moderate impact aerobics. Kick boxing, strength training, Intermediate/advance step, kick boxing, cycling, cardio kick, power sculpt, killer abs. The contract manager shall attend a meeting at LAAFB to discuss class schedules and class type. This meeting will be schedule after selection of contractor. Contractor shall ensure class routines are varied throughout the week. The contractor is not required to provide service on federaly recognized holidays. The contractor shall instruct employees in utilities conservation practices. The contractor shall provide enough bands, slides, resistance bard and hand weights in sufficient numbers to accommodate all patrons. Classes shall be 60 minutes in length with a 10 minutes warm up/stretching, 35 minutes cardiovascular, 10 minutes light floorwork, and 5 minutes post cardio/cooldown. The contractor shall be required to obtain the proper licenses from the two major performing rights organizations, ASCAP and BMI. All responsible sources may submit a bid, proposal or quotation, which shall be considered by the agency.
