Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will NOT be issued. Solicitation number TIRMS-00-Q-00756 is a Request for Quotation (RFQ) incorporating provisions and clauses in effect through Federal Acquisition Circular (FAC) 97-04. The Standard Industrial Classification Code (SIC) is 8331. Contract Line Item number (CLIN) 0001: Provide online training for Crystal Reports. The product must be installed on the IITI servers to meet our security needs and courseware, when tested. The product must be usable by students who are visually impaired. The product must have the following capabilities: able to be customized to the learners individual needs, have interactive exercises, require no additional "plug and play" programs, provide pre-assessment evaluations, include tutorials, and be able to be customized to fit client-specific needs. Provide the on-line course and course book for 500 training events. This includes Introduction to Crystal Reports 7, online course and books, Crystal Reports 7 Advanced, online course and books, stand alone online course versions -- no reporting or virtual instructor features, and text-only versions without interactivity. Delivery is to be made FOB Destination to Internal Revenue Service, 3651 S IH 35, Mail stop 6215, Austin, Texas 78767, attention Keith Johnson. This is being done under the test program. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items is incorporated by reference and applies to this solicitation. The Government will award a purchase order resulting from the RFQ to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotations: 1) the item meets the specifications, 2) the item is usable by visually impaired employees, and 3) price. The provision at FAR 52.212-3 Offeror Representation and Certifications Commercial Item, is incorporated in this solicitation and offerors shall include a complete copy of this provision with their quotes. FAR clause 52.212-4 Contract Terms and Conditions-Commercial items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders are incorporated in this solicitation. The additional FAR clauses applicable to this acquisition, 52.203-6, 52.203-10, 52.219-8 and 52.222-37.
