Description
This notice modifies the 21 AUG 00 notice (W-234, SN488449) previously announced using solicitation number N00406-00-R-5220. The Department of the Navy intends to contract for chartered, passenger-only fast ferry service from Naval Station Everett WA to Puget Sound Naval Shipyard (Bremerton WA) during the period April -- October 2001. The fixed-price charter service will provide transportation of 550 to 600 passengers each weekday morning, with a return trip to Everett each weekday afternoon. Movement of all passengers in a single vessel is preferred. However, use of not more than two vessels is acceptable. The contractor will provide vessel(s), crew, fuel, management, insurance, and remedial/preventive maintenance. This procurement of Part 12 commercial services is being conducted using simplified procedures in accordance with FAR 13.5. This is a Best Value procurement, with source selection based upon (1)Price and (2)Past Performance, in that order of importance. This acquisition is set-aside 100% for small business (SIC 4482, size standard 500 employees). The Service Contract Act applies. The solicitation is now available for download at: http://www.neco.navy.mil/. (Go to "Business Opportunities" and then Search using solicitation number N0040600T0798 (all are "zeros" not the letter "oh").) After downloading the solicitation, firms interested in submitting quotes must: (1) fill in pricing, (2) complete all representations and certifications found in the solicitation, (3) provide descriptive literature on the vessel(s) proposed (including interior/exterior drawings and photographs as well as dimensions), (4) submit past performance information, (5) address Jones Act applicability of vessel(s) proposed, and (6) ensure current registration in the DoD Central Contractor Registration database ( http://www.ccr2000.com/ ). Complete quote packages must be submitted by 12 OCT 00. Faxed or e-mailed quotes are not acceptable. This is a web-based solicitation. Hard-copy solicitation/amendment documents will not be distributed by the Government. The Government will not mail, fax, or e-mail the solicitation or any amendment thereto. Subsequent amendments to the solicitation, if any, will be promulgated ONLY via the NECO website. Because this is a web-based solicitation, a Solicitation Mailing List is not maintained by the Government. Prospective quoters are responsible for checking the referenced web page early and periodically for any solicitation amendments. Interested parties should not expect notification that an amendment has been issued at the solicitation website. The Government web site is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted on the referenced web page.
