NOTE: THIS SECOND CORRECTED NOTICE CHANGES MINIMUM REQUIREMENT FOR SIZE OF TRAILER TIRES FROM 14" TO 12". DUE DATE IS EXTENDED TO NOON ON MONDAY, SEPTEMBER 25, 2000. THE FIRST CORRECTED NOTICE CHANGED THE REQUIREMENT FOR THE CLEATS FROM 1 1/2" TO 1" AND CLARIFIED THAT THE WARRANTY PERIOD IS A TOTAL OF 24 MONTHS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RESPONSES ARE DUE BY NOON ON SEPTEMBER 25, 2000, BY E-MAIL, MAIL, OR FAX. NOT SET-ASIDE FOR SMALL BUSINESS. Item 1 -- Lump Sum Price to provide the following: Supply eight each snowmobiles and four each snowmobile trailers meeting the following requirements and delivered to Missoula, Montana. These snowmobiles will be used to conduct field studies and animal research and must be capable of traveling at slow speeds and pulling heavy loads in a variety of snow conditions, including deep snow, and to be used in this manner on a daily basis. The snowmobiles shall, at a minimum, meet the specifications of the Skidoo Skandic LT or equivalent, including 440 cc engine and track size of 156" X 15" with 1" cleats. The snowmobiles shall also include covers, high quality ski skins, and a 12 month extended powertrain warranty for a total of 24 months of warranty coverage. The snowmobile trailers shall haul two snowmobiles each with ride on/ride off front ramps and rear tilt for loading and minimum 12" wheel and four ply tires including spare tire with carrier, all lugs same size. The eight snowmobiles and four trailers shall be delivered to the U.S. Forest Service Warehouse located at 14th and Catlin in Missoula, Montana no later than December 15, 2000. If vendors cannot meet this delivery date, they may specify an alternate date of delivery. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following three factors shall be used to evaluate offers -- technical capability of the item offered to meet the Government's requirement, price, and delivery date. Pertinent portions of Clause 52.212-1 -- Instructions to Offerors -- Commercial Items are as follows: As a minimum, offers must show -- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Price and any discount terms; (6) "Remit to" address, if different than mailing address; and (7) Confirmation of ability to meet December 15, 2000, delivery date or alternate date of delivery. FAR clauses and provisions 52.212-1 (Instructions to Offerors -- Commercial Items), 52.212-3 (Offeror Representations and Certifications -- Commercial Items), 52.212-4 (Contract Terms and Conditions -- Commercial Items), and 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items) apply to this acquisition and are incorporated by reference.
