- The offer date/local time is hereby changed to 9/22/2000 4PM EST. The remainder of the notice is unchanged. The Federal Law Enforcement Training Center intends to purchase an instantly deployable Mass Casualty Decontamination shelter. This shelter must be capable of being assembled in ten minutes by two to three people. The shelter must at a minimum provide for three (3) simultaneous "decon" lines with shower stations and accompanying floor basins to control waste water. Each 'decon' line must provide a four step decontamination system (the four steps being 'preparation/doffing', 'wash/decontamination', 'rinse', and 'donning/robe') with one shower station at each of the 'wash/decontamination', and 'rinse' steps. Each shower station must have at least one overhead and three side spray nozzles. In addition, each shower station must also have one (1) handheld sprayer with an auto shutoff and each shower station at the 'wash/decontamination' step must have one (1) decon brush nozzle with solution flow through the middle. Output ports must be _" stainless steel, dripless, and be of the quick disconnect design. Each station must have a splash curtain or similar structure to allow privacy/protection. Accompanying hoses, hangers and ports for hoses and booms must resist corrosion, provide for extended usage and have a ten year shelf life. The shelter must have an accompanying water hook-up system with a pressure tank sufficient to operate each output device/nozzle contained in the unit to a uniform pressure of approximately 60 psi. The water hook-up system must have universal fittings compatible with existing commercial and industrial valves/taps (i.e., _" lawn faucet or 2" gate valve) and a portable water heater with a temperature adjustment up to 105 degrees Fahrenheit. The water heater should be configured to operate on diesel fuel, natural gas or kerosene. The water hook-up system must also have a solution tank capable of injecting decontamination solutions (i.e., bleach or soap) into the flow. This is a commercial item purchase using simplified acquisition procedures. This is a small business set-aside acquisition.
