- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA Glenn Research Center has a requirement for 1 ea. Multi-channel Battery Test System for electrochemical cell and battery R&D. The System shall meet, but not be limited to , the following specifications:1.The System shall be capable of performing automated charge/discharge cycle testing, via programmed test control and data acquisition protocols/profiles, simultaneously on up to eight (8) independent test channels. Standard DC charge/discharge cycles shall operate with up to 10V and 4-5A per channel. Available operating modes shall include, but not be limited to, constant current, constant voltage, constant power or constant resistance. 2. The System shall incorporate all necessary electronics and multiplexing circuitry to afford the capability of integrating AC impedance measurements of at least up to a frequency of 100KHz with the DC charge/discharge testing protocols that are being performed on any of the eight independent test channels.Impedance measurements and analyses shall be based upon the utilization and capabilities of "frequency response analysis"-based technology, and the System shall incorporate a high precision frequency generator/analyzer for such measurements. 3.The System shall include eight temperature monitoring inputs and at least eight auxiliary voltage inputs to allow DC and/or impedance measurements on individual cell/battery components. 4. The System shall include all necessary control and data acquisition cables and interfaces for connections to eight independent devices under simultaneous test. 5. The System shall include, as a minimum, software for impedance data acquisition, analysis, fitting and modeling and software for data acquisition and analyses for all supported electrochemical measurement capabilities. 6. The System shall incorporate a stand-alone Windows-based PC/computer for control and for data acquisition, analyses and storage. The PC configuration shall include, as a minimum, a Pentium II 400MHz processor, 128MB RAM, greater than 4GB hard drive, an internal ZIP drive, a 17" SVGA monitor, keyboard, and all necessary interface cards and cables. 7. A maintenance contract covering, as a minimum, repairs, calibration and software upgrades, of a one-year duration, shall be included with the acquisition of the System. The provisions and clauses in the RFQ are those in effect through FAC 97-19. The SIC code and the small business size standard for this procurement are 3825 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glennn Research Center,21000 Brookpark Rd., Cleveland, Ohio 44135 is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30 local time, September 25,2000 and may be mailed or faxed to: Jon C. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
