- The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with Sensors Applications, Inc. to purchase: 1) Image Express Dual 733 MHz Mini Workstation, 2)16mm Film Scanner with Sony DXC-H10 (1920x1035), 3) and Airbag Contour Analysis Software. NHTSA has already purchased tracking software from Sensors Applications Inc. (PO # DTNH22-00-P-07403) and NHTSA needs the ability to convert their 16mm film into a format suitable for computer based analysis. The film must be converted into a compatible format for the tracking software. For example, the timing information from the high speed crash test film must be preserved to perform an accurate analysis. The film scanner from Sensors Applications Inc. is the only equipment that we know of that works with this tracking software. Sensors Applications Inc. sales their film scanner with the proper computer equipment and software installed in one workstation. With the addition of the Airbag Contour Analysis Software NHTSA researchers will be able to determine air bag reaction time by calculating the leading edge velocity of an deploying air bag for different automobiles. NHTSA has not looked into any other firms that can provide this airbag analysis software, since it can be purchased as part of the tracking software. Interested firms should identify their capability provide the equipment described above. The written response must included detailed information relating to the specific equipment being requested. Expressions of interest without sufficient detail to permit evaluation of ones ability to provide the requested items will not be considered. Oral expressions of interest will be considered. This notice of intent is not a request for competitive quotations nor is a Request-for-Quotations solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive simplified acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from Sensors Applications, Inc. on a noncompetitive basis for the work described. Responses must be received by the listed procuring office with 15 days from the date of publication of this notice.
