Description
The 30th Space Wing, Vandenberg AFB, CA 93437-5226 is soliciting offerors to provide proposal for the application of herbicide to pampass grass that has established itself across an estimated 1,500 acres on Vandenberg AFB. The Government's request for proposal is for a minimum of 100 acres. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number associated with this requirement is F04684-00-RA015. The solicitation document and incorporated provisions clauses are those in effect through the Federal Acquisition Circular 97-16. This acquisition is 100% set-aside for small business participation only. The National American Standard Industrial Classification System (NAICS) #56173 applies to this requirement and the Size Standard is 500. There will be one (1) line item as follows: Services non-personal: Contractor to furnish all labor, tools, parts, materials, facilities, transportation, and supervision necessary for two (2) applications of a 2% glyphosate solution and/or equal to each pampas grass on a minimum 100 acres located southwest of the airfield on Vandenberg AFB. The minimum 100 acres will be treated two (2) times, the second treatment occurring a minimum of four months after the first. The attached MS Word Document provides further detail to the Statement of Work. Request proposals be submitted at a per acre rate and based on a minimum of 100 acres to a possible maximum of 500 acres. Proposals must list the applicable and current licensing registration numbers for this type of work. Contractors must comply with the attached Vandenberg Pest Management Plan in addition to the applicable Federal, state and local laws. The provisions at FAR 52.212-1 " "Instructions to Offerors" and FAR 52.212-2 "Evaluation-Commercial Items," applies to this acquisition. Insert para (a), "The following factors will be used to evaluate offerors, (1) price and (2) past performance." Offerors must submit with their proposal a completed copy of the provision at FAR 52.212-3, Offeror Representations Certifications-Commercial Items." The clause at FAR 52.216-1, "Type of Contract," is Firm-Fixed Price. The clause FAR 52.237-1, " Site Visit," and FAR 52.212-4, "Contract Terms and Conditions-Commercial Items," applies to this acquisition along with the following addenda: FAR 52.219-8, "Notice of Total Small Business Set-Aside." The clause at FAR 52.212-5, "Contract Terms and Conditions required to implement Statutes or Executive Orders-Commercial Items," applies to this acquisition along with the following additional clauses, FAR 52.222-21; Prohibition of Segregated Facilities (Feb 1999), FAR 52.226-26, Equal Opportunity (E.O. 11246), FAR 52.222-35; Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, FAR 52.222-36; Affirmative Action for Workers with Disabilities (29 U.S.C. 793), FAR 52.222-37; Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), FAR 52.232-33; Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332), FAR 52.222-41; Service Contract Act of 1965, as amended (41 U.S.C. 351, et seq.), Department of Labor Wage Determination 94-2064 Revision No. 10 is incorporated. FAR Clauses may be reviewed at http://farsite.hill.af.mil. A site visit will be conducted on Monday, 26 September 2000 at 9:00 A.M. For evaluation purposes, quotations shall provide listing of individual cost elements, to include material, labor hours and identification of wage labor categories. Quotations must be submitted by written response NLT (No Later Than) 27 September 2000 to Jeannie A. Barnes, 30 CONS/LGCC, 806 13th Street, Suite 2, Bldg. 7015, Vandenberg AFB, CA 93437-5226. Faxed copies are acceptable; Contractor is responsible to ensure successful transmission of proposal. Barnes, or via Email: jean.barnes@vandenberg.af.mil. All letters containing proposal must be sent to Jeannie A. Barnes and state on the exterior of the package "RFP-00-RA015." Each offeror shall sign his/her proposal. An original signature is required on the proposal. Proposal validation is for 30 days from the date of their submission. Sources responding must provide their company name, contact point with phone number, and their signature. Responding sources must be registered in the United States Government Central Contractor Registration at http//:www.ccr2000.com or http//:ccr.dlsc.dla.mil.
