Description
The National Radar Cross Section Test Facility (NRTF) Division of the 46 Test Group, Holloman AFB NM, has a requirement for continued engineering, documentation, integration, and testing support in order to complete the Bistatic Coherent Measurement System (BICOMS) at the NRTF Mainsite Facility. Unique knowledge of the existing Government software and hardware interfaces are required, as well as knowledge of proprietary hardware and software developed by Georgia Tech Applied Research Corporation. The Contractor shall perform a study for design modifications to the existing BICOMS system to facilitate full-polarimetric VHF/UHF-band through Ku-band (100-18000 MHz) monostatic/bistatic measurements. Based on information available at this time, and in accordance with 10 USC 2304 (c)(1), the Government considers the specified requirements to be a sole source acquisition from Georgia Tech Applied Research Corporation, and proposes to negotiate with that firm on that basis. However, should additional firms be identified, they will be considered. Firms who feel they can provide the required support based upon the requirements above are invited to submit in writing an affirmative response to this announcement within 30 days of publication of this notice. All responsible sources may submit a response, which shall be considered by the agency. An affirmative response must include the firm_s unique ability to provide the required support, including a plan on how the firm will acquire the proprietary design information. This information will be evaluated and used to determine if competitive opportunities exist. This synopsis may represent the Government_s only notice of this acquisition. See Note 22.
