Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. The request for quotation number is F08602-01-T5107. This solicitation incorporates provisions which are in effect through Federal Acquisition Circular 97-15. This procurement is 100% set-aside for small business concerns. The Standard Industrial Code (SIC) is 7299. The small business size standard is $5,000,000. The performance period is 01 October 2000 _ indefinite. A blanket purchase agreement will be issued. Interested offerors shall provide as a response to this solicitation: (1) a resume detailing relevant training and experience; (2) a completed price list; and (3) a completed clause 52.212-3. Quotes may be submitted hard copy or electronically, via e-mail or fax. Regardless of method of delivery, it is the offeror_s responsibility to ensure receipt of the quote by the time and date stated on the solicitation. STATEMENT OF WORK: Choir Director (0930 Protestent Evangelical Service), Base Chapel, MacDill AFB, Florida. Need: A positive, self-directed and motivated individual with the breadth and depth of knowledge necessary to accomplish the weekly support of the Music Program for the 0930 Service. This person must demonstrate a familiarity with and a commitment to the Christian faith. Applicants will be evaluated based on a submitted resume and references, as well as the results of an interview to be conducted by the Senior Protestant Chaplain or his/her designate. Education and Experience: The music director must have (1) a Masters Degree in Music, (2) ten years experience as a choir director, (3) seven years experience as vocal instructor, (4) be able to sight-read music (5) be proficient at keyboard support. Character: Possesses the ability to: (1) work unsupervised in a fluid and sometimes-stressful environment with staff, parents and children. (2) Foster healthy, functional interpersonal relationships with co-workers and customers. (3) Maintain professional standards of conduct and public decorum, including but not limited to dress and grooming. Skills: Interpersonal: Must possess the ability to constructively work with chapel and parish staff, customers, and other chapel musicians. Professional: Must be able to efficiently organize and manage diverse program elements. Communication: Must be able to communicate the needs and goals of the Service Music Program to chapel staff, volunteers, and customers. Musical: Must be proficient at keyboard support and be able to sight-read music. Must be open to adaptation and be well versed in a variety of musical styles, particularly those in the traditional, contemporary and gospel traditions. TASKS TO BE PERFORMED: Directs all worship music at the MAFB 0930 Service, including leading congregational singing. Attends weekly rehearsal, paying special attention to starting on time and keeping the choir members focused on the task at hand. The music director must be able to work special rehearsals and services as authorized by the Service pastor or his/her designate. This includes 52 Sunday worship services, 52 Sunday rehearsals, 16 special services, (i.e. memorial services, and Christmas and Easter seasonal services). Selects and orders the music to be performed in coordination with the Service pastor or his/her designate and gives input for hymn selection and musical support to the keyboard musician(s) and pastor or his/her designate. Submits requests for music resources to the Service pastor or his/her designate for approval. Tracks, maintains and submits the Non-Personal Services Contract Invoice to the Service pastor or his/her designate no later than 5 working days into the following month. Observes all safety and security requirements at the designated facility. Ensures that newly acquired music is properly cataloged, identified and filed and that a log is maintained on all copyrighted material. Provides personal arrangements and compositions for the choir commensurate with their capabilities. Monitors chapel musical instruments, advises the chaplain in charge of the service of any needed repairs, preventive maintenance, or replacement. Ensures that chapel equipment used outside the chapel facility for chapel sponsored programs is signed out on the appropriate AF form, temporary issue receipt, and proper resource protection measures are taken for the period the equipment is outside the chapel. Recruits and trains members of the choir in voice technique and musical notation. When appropriate, arranges for the members to participate in clinics, workshops and basic music education instruction opportunities. Requests logistical support using established AF and chapel channels and procedures. Provides monthly statistical data for the AF form 1270. Coordinates all music activities with the Gospel Service pastor. Ensures that all facilities are properly secured at the conclusion of each rehearsal or service, when a chaplain or Chapel Service Support Personnel is not present. The provision at FAR 52.212-1, _Instructions to Offerors _ Commercial Items_ is applicable to the solicitation and the blanks in (a) are completed as follows: price. Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3 _Offeror Representations and Certifications_Commercial Items_ FAR 52.212-4, Contract Terms and Conditions_Commercial Items is applicable to this solicitation.
