Background " THE FOLLOWING INFORMATION WAS UPDATED TO THIS SITE ON 19 SEPTEMBER 2000 AND IS CHANGED AS FOLLOWS: Sources Sought Synopsis: The Air Force Research Laboratory's Biodynamics and Acceleration Branch mission includes conducting research and development to define human and manikin responses and tolerances to stresses encountered during aircraft emergency escape and survivable crashes, and to develop advanced concepts for aircrew protection. Support is also provided to the Aural Displays and Bioacoustics Branch. That Branch conducts research and provides expert consultation to mitigate the effects of acoustic and vibratory environments to enhance the performance and safety of AF personnel. This contractual effort will specifically provide the professional engineering and technical support, materials, equipment, and supplies required to operate, maintain, modify and develop a set of specialized laboratory facilities. The effort will also provide the engineering and technical support required to conduct human experimentation, and other research and advanced development test programs using those facilities. The in-house research facilities include the following: a. Horizontal Impulse Accelerator: a 24-inch diameter Bendix High G device (HYGE) with test sled and 250 foot long rail system (man-rated) b. Low G launch System and the Horizontal Decelerator: a facility that includes an electrically powered, low G accelerator to propel an impact sled along a 250 foot long track into a hydraulic decelerator (man-rated) c. Vertical Deceleration Tower (VDT): a 50-foot vertical drop test facility which uses a water filled cylinder to decelerate the test specimen (man-rated) d. Monteray Impac System or Vertical Impact Device: a vertical drop test facility, 17 feet in height which uses elastic decelerators (man-rated) e. Vertical Accelerator: a six-inch diameter HYGE machine with a vertical rail system 20 feet in height f. Headgear Testing Machine or Helmet Drop Tower: a 19-foot vertical drop test facility for headform and helmet impact evaluation g. Body Positioning and Restraint Device (BPRD): a special hydraulically powered test apparatus used to simulate the functions of ballistically activated inertia reels and other restraint system haulback mechanisms (man-rated) h. Six Degree of Freedom Motion Simulator (SIXMODE): an electro-hydraulic facility capable of vibration operating modes representing motion in x, y, z, roll, pitch, and yaw (man-rated) i. Unholtz-Dickie Noise/Vibration System: a facility enclosed in an environmental test chamber consisting of a vibration exciter, seat, and support assembly, capable of sinusoidal or complex uni-axial vibration as well as controlled, semi-anechoic noise environments (man-rated) j. Material Test System (MTS): a closed-loop electro-hydraulic testing system capable of being programmed and controlled in load, strain, and displacement modes k. MTS Single Axis Vibration Table: an electro-hydraulic facility capable of sinusodial or complex uni-axial vibration (man-rated) This contractual effort will also provide the technical support required to operate, maintain, and modify the following: a. Computer Support: for all branch systems and equipment including PCs and DEC Alpha main frame. This includes hardware fault determination and repair, software updates, training in system usage, engineering development, and software development to support the real-time data acquisition, data reduction, and analysis capability of the Branch b. Transducer Calibration System: computer controlled test equipment used to calibrate accelerometers and load cells c. SELSPOT Motion Analysis Systems: a computer controlled infrared-sensitive camera system that tracks the three dimensional displacement of infrared LEDs d. Kodak Video System: a high-speed video camera with associated computer and video storage systems e. Automatic Data Acquisition Systems (ADACS): multiple multi-channel data collection systems designed for impact acceleration environments These facilities and specialized equipment are employed by the Air Force Research Laboratory Biodynamics and Acceleration Branch (AFRL/HEPA) to accomplish its mission related to the requirements of Air Force Systems. Capabilities Package: PLEASE ADDRESS ALL AREAS. All interested firms should submit a capabilities package that outlines the firm's capabilities in all the above mentioned services with these two exceptions: a.) No personnel are required for specific experimental design at award of contract, but the contractor must be prepared to hire qualified personnel in this area should changing government research require it. b.) The contractor must be experienced enough to continually evaluate the state of the art for inclusion in the laboratory's facilities, but actual design and (for complex systems) installation may be done by outside subcontractors. Offerors shall include in the Capabilities Package a statement of Large Business, Small Business or Small Disadvantaged Business status and if the offeror is an 8(a) contractor. The Standard for Small or Large Business will be in accordance with Standard Industrialization Classification (SIC) Code 8734, North American Industry Classification System (NAICS) Code 541380. Therefore, a small business shall be those businesses that have less than $5,000,000.00 in annual receipts. Contractor is required to provide all management and labor required for the operation and management of the functions listed (with the two exceptions noted above). If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 20 single-spaced, 10 point type pages.
