Description
Under Statutory Authority 41 U.S.C. 253(c)(1) and IAW FAR 6.302 and VAAR 810.005, the proposed contract action is for Brand Name only supplies and services for which the Government intends to solicit offers to provide Variable Frequency Control Devices (VFDs), ABB Series 400 (minimum quantity of 10, and option quantity 18) as inherent components of the building environmental systems and are replaced in kind to ensure optimum reliability and minimum maintenance and be compatible with existing Johnson Controls Metasys System; ABB 400 series VFD's are established as the optimum replacement due to standardization and ease of installation; Contractor shall furnish labor and materials and complete project within 90 calendar days of Notice to Proceed. Line Items based on funds availability and may not buy entire quantities, nor at the same time, but may buy against a resulting contract. The above FAR 6.302/VAAR 810.005 authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by Brand Name Only supplies. This procurement is being conducted under FAR Subpart 13.5 Test Program; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Par 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. Solicitation #RFQ 618-176-99 is assigned as Request for Quotation (FRQ). Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. This procurement is issued for full and open competition. SIC code is 7349 and the small business size standard is $12 million. Award will be firm fixed-price contract, FOB destination with payment in arrears on certified invoice. The government will award to obtain the best value for the government, price, price-related factors and past performance being considered. A pre-bid site walk is scheduled for Wednesday, September 15, 1999 at 9:00 a.m. local time. Meet in Facilities Engineering Service, basement, Building 70 (main hospital building), VA Medical Center, One Veterans Drive, Minneapolis, MN 55417. Failure to attend this pre-bid conference will not relieve the successful Contractor from compliance with all specifications, terms and conditions of resultant contract. The following incorporated clauses and provisions are those in effect through FAC 97-13 and are applicable to this acquisition (past performance/references and price are equal evaluation items); Offerors must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items, with his/her offer. Davis Bacon wages are applicable to resultant contract.
