Description
The U.S. Department of Transportation (DOT), Research and Special Programs Administration (RSPA), Office of Contracts and Procurement, DMA-30, 400 7th Street, SW, Room 7108, Washington, DC 20590 has a requirement for the performance of Tabletop and Area Exercises as required under the Oil Pollution Act of 1990 (OPA 90). This is notification of the issuance of the solicitation (Request for Proposals (RFP) availability on the RSPA website for offerors' proposal submissions. The entire solicitation may be electronically downloaded at the following website address, ( http://www.rspa.dot.gov) ." under Procurement Opportunities. This solicitation was previously posted August 8, 2000 in the CBD, as solicitation number DTRS56-00-R-0003, with a response date of August 23, 2000 for all interested offerors meeting the requirements set forth in the announcement to indicate interest and to request notification of solicitation availability for proposal submissions. This procurement is 100% set aside for SMALL BUSINESSES with the capabilities to perform the requirements as set forth in this announcement and the full solicitation which is available on the RSPA website address: (http://www.rspa.dot.gov). The Government and industry representatives created the National Preparedness for Response Exercise Program (PREP) through a series of public workshops in 1994. PREP was designed to establish a workable program of tabletop and area exercises to further the provisions of the Oil Pollution Act of 1990 (OPA 90) that relate to spill response preparedness, while being economically feasible for the government and the oil industry. Tabletop exercises are strategic exercises, focusing on the operator's spill management team and their approach to implementing their facility response plan (FRP). Area exercises are designed to show that all of the agencies which have a role in responding to spills are adequately prepared to do so. Area exercises are meant to test the response by government, industry, and community players as detailed in the local Area Contingency Plan (ACP). To assist the Office of Pipeline Safety (OPS) in meeting its PREP responsibilities, contractor support will be required, including technical support for up to twenty (20) tabletop exercises and up to two (2) area exercises annually. This may include technical support for one to four area exercises each year, which may be industry-led or government-led. Reminder: This procurement is 100% SET ASIDE for SMALL BUSINESSES. The contract period of performance will be for a base year (twelve months (12)) with two (2) option years. The Standard Industrial Code (SIC) for this procurement is 8742 and the small business size standard is $5 million. It is anticipated that this procurement will be a Cost Plus Fixed Fee type contract. All responsible sources may submit a proposal, which shall be considered. Proposals shall be in writing and submitted to the following address: U.S. Department of Transportation, Research and Special Programs Administration, Office of Contracts and Procurement, DMA-30, ATTN: Ms. Cynthia D. Barzey, Contract Specialist, 400 Seventh Street, S.W., Room 7108, Washington, D.C. 20590, not later than 4:00 PM, Eastern Time, 10/19/00. The responsibility for providing the Government with an accurate and complete e-mail address lies with the Contractor. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
