- NASA/HQ is hereby soliciting information from potential sources for an independent public accounting firm to provide the necessary audit and advisory services resulting in annual financial statement audits of NASA for fiscal years (FY) 2001- 2005. The Government Management Reform Act of 1994 requires that annual financial statements be prepared and audited for 24 major executive departments and agencies by March 1 following the end of the fiscal year. As required by the Chief Financial Officers Act of 1990, the financial statements are to be audited by the Office of the Inspector General (OIG), or by an independent, external auditor as determined by the OIG, in accordance with government auditing standards and any requirements specified by the Office of Management and Budget (e.g., OMB Bulletin 98-08, "Audit Requirements for Federal Financial Statements," as amended). The services include: (1) Opining on the fair presentation of NASA financial statements, (2) Reporting on internal control over financial reporting and compliance with laws and regulations (3) Applying agreed-upon procedures related to payroll for the Office of Personnel Management and Federal Agencies' Centralized Trial Balance System (FACTS) data verification for the Department of Treasury, and (4) Evaluating information system (IS) general and application controls that are significant to the financial statements. Please note that NASA is the size of a Fortune 500 company. An effort of this size requires a firm that has the equivalent expertise, staffing, regional offices, and ability to finance the work until the opinion is rendered. The applicable SIC code is 541211 (previously 8721). No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 5 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact -- address and phone number). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
