- Description
- This is a repeat announcement of a similar announcement that closed on 091300. Respondents to the BAA that closed 091300 do not need to respond again, but may if a new or different response is being offered. As part of it's Market Research, the Marine Corps and the lead for the Non-Lethal Weapons Joint Integration Program is seeking information concerning Commercial/Non-Developmental Non-Lethal munitions that will confuse, disorient, or momentarily distract a potential threat. The Joint Non-Lethal community currently employs an Mk-141 Distraction Hand Grenade and the Army uses the M-84 Stun Hand Grenade for this purpose. The Joint Non-Lethal Community is seeking other available NDI solutions from industry, specifically munitions capable of being fired from the 12 Gauge Joint Service Combat Shotgun. Requests for specifications of the shotgun will be handled on a case-by-case basis. The program will seek new technologies intended to temporarily stun or disorient personnel within the effective range of the munitions by acoustic (impulse) noise, intense optical emissions, or non-radiant thermal energy. The munitions will be used while performing missions of crowd control, hostage rescue, and the capture of belligerents or other adversaries. The friendly forces will use the munitions to establish and control an area making the belligerents reluctant to enter the area or find it extremely difficult to function within the area. Intense noise is not intended to cause permanent hearing loss. The intense flash is intended to cause a temporary blindness similar to the strobe effect of a flash bulb and shall not cause permanent eye injury. The munitions shall be fully capable of being stored and operated in hot, basic, and cold temperatures and rugged enough to withstand being externally carried in small arms munitions pouches by Marines during the rigors of performing individual movement techniques or moving through an urban environment in combat/threatening conditions. It is requested that interested parties provide the following at no cost to the Government: fifty (50) samples for limited evaluation, Material Safety Data Sheets; sales marketing literature applicable to the munitions; limitations of the system (if applicable); and rough Order of Magnitude (ROM) cost per system. The Government will be testing these munitions at a non-Government facility. The government is testing these munitions to determine accuracy, dispersion, duration of effect (light, noise, thermal), appropriate measurements of the intended effect (i.e. intensity of flash or db rating of the noise) and other similar readings. This data is intended to be used to form the Governments position on a requirement for 12-gauge distraction munitions. Resulting data from government testing will be made available to each respondent upon request, with regards to their product. Responses to this announcement should be submitted no later than 20 October 2000. The submission of this product sample/information should not be construed as a commitment to procure the munitions and the Marine Corps does not intend to pay for any product samples or information provided by this announcement. However, information obtained may be used for subsequent requests for proposals to procure enough munitions to conduct more detailed validation/verification tests.
