Description
Background "This is a Pre-Solicitation Synopsis. The Global Hawk Program Office (ASC/RAV) of the Aeronautical Systems Center Reconnaissance System Program Office(ASC/RA)anticipates entering into an Engineering and Manufacturing Development(EMD) contract for follow-on support for the Global Hawk Unmanned Aerial Vehicle(UAV) Program. The anticipated effort required is for work associated with EMD/Spiral development activities related to the Global Hawk system which include, but are not limited too: a) Basic development tasks including Global Air Traffic Management Functionality, Collision Avoidance Functions, See and Avoid Functions, Anti-Jam Global Positioning System, Training development and Air Force Standard Technical Orders development. b) Program infrastructure tasks to include Systems Engineering and Program Management (SE/PM) and development tasks, test infrastructure (includes planning, coordination, data reduction and analysis, DT&E and IOT&E support, and pre-operational logistics support of assets supporting tests), studies and related data. c) Additional Spiral Development efforts including Spiral 2/Block 10, SIGINT, Active Electronic Scan Antennas(AESA), new payloads,etc. The government intends to release a solicitation for these requirements on a Sole Source basis per FAR 6.302-1(a)(1), "Only One Responsible Source." Northrup Grumman Corporation, Ryan Aeronautical Systems Center, 17066 Goldentop, Rancho Bernardo, CA, CAGE Code 78022 is the intended source. The government does not possess re-procurement data. The proposed effort involves work at a classification level of SECRET, with the potential for higher classification. A Cost Plus Award Fee (CPAF) contract is contemplated, beginning in November 2000. It is estimated that the entire period of performance will be from the estimated award date of 30 Nov 2000 through 30 Sep 2007 to provide coverage for all EMD/Spiral Development related tasks throughout the EMD phase. For planning purposes, the Government anticipates release of an RFP for the EMD requirement in the 1st Qtr FY01.
