Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purchase request number is F7390002160300 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-19. This is a total small business set-aside. The associated standard industrial classification code is 3585 and the small business size standard is 750. There is 1 line item and the quantity is 1 job. DESCRIPTION OF WORK (SOW): The work consists of furnishing all labor, materials and equipment necessary to accomplish, but not limited to the following: repair HVAC controls (RCS Basys Controls) and update computer programs located in the Control Tower building 3900 Scott Air Force Base, Il. a. Contractor shall replace one each SZ1012, two each QD1010, RS to RS485 converter, four each cables for QD1010, repair or replace two each SD1020 controls, calibrate twenty-two Air Handler and chiller/boiler sensors, calibration of thirty SZ 1012 unit heaters. b. Up-grade controller program to allow better communications with lap top computers. c. Provide classroom and hands on training designed to handle five base personnel and last eight hours on equipment installed. d. Contractor shall brief all sub-contractors on all safety and fire prevention regulations emphasizing the requirement to obtain a daily AF Form 592 Welding, Cutting, and Brazing Permit when welding, cutting, or brazing operations are to occur under this delivery order. An AF Form 592 can be obtained from and approved by the 375th Civil Engineer Squadron Fire Protection Flight (375th CES/CEF), ext. 256-5130. e. All documents related to the disposal of hazardous material must be supplied to this office and to the 375th Civil Engineer Squadron Environmental Flight (375th CES/CEV), ext. 256-2092. The contractor must obtain the proper document from 375th CES/CEV to ensure all materials leaving Scott AFB can be tracked and accounted for, in accordance with all governing laws. f. Under the 1992 Clean Air Act, all products used in executing the project must not be related to Class 1 Ozone Depleting Chemicals identified in Air Force Policy. The following products are considered Class 1 ODC's; CFC-11, CFC-12, CFC-113, CFC-114, Halon1211, Halon 1301, Halon 2402, CFC-13, CFC-111, CFC-112, CFC-211, CFC-212, CFC-213, CFC-214, CFC-216, CFC-217, Carbon Tetrachloride, and Methyl Chloroform. g. Contractor shall provide manufacturer technician service manuals for all installed equipment/material and turned over to Facility Maintenance personnel (building 513, ext. 256-5952). 2. FIELD CONDITIONS: The contractor shall be responsible for all field measurements to accomplish work. Quantity and sizes of materials shall be determined from site visits. The contractor shall carefully examine the entire site and building, shall make all necessary investigations to become thoroughly aware of the existing conditions and all difficulties involved in the completion of the work in accordance with the contract. 3. ACCOMPLISHEMENT OF WORK: The work areas of the existing building will be occupied. The contractor must ensure that all accesses to the existing building remain clear for occupants and emergency access at all times during the construction period. All temporary closures, barriers, and protective procedures shall be coordinated with the Contract Monitor. All work shall be accomplished between the hours of 0730 and 1600 hours. 4. WORK CONDITIONS: The contractor shall coordinate work with the Contract Monitor. The contractor shall notify the Contract Monitor or the inspection representative (Tsgt Houck, ext. 256-5952) the day he/she moves onto the work site to commence work. The contractor shall again provide notification when he/she moves back to the work site after an interruption of work of two or more days duration. The contractor shall also provide an original work schedule and updates if required. This schedule shall describe major work items and projected completion dates. 5. PROTECTION OF BUILDING PROPERTY: The contractor shall protect from damage all building property located in or adjacent to the building and shall repair, replace or otherwise be held liable for all such damage. Building property include but not limited to, furniture, vehicles, or items of supplies. Exercise control measures of all dust and toxic fumes associated with certain construction operations, in order to prevent hazards or illness to Base and Contractor personnel. 6. CLEAN UP: The contractor shall clean up each work site at the end of each work day to the satisfaction of the Contract Monitor or inspector. Upon completion of the work, all construction equipment debris shall be removed from the site and area shall be left in a neat acceptable condition. 7. PATCHING AND REPAIRING: After the work has been completed, holes, cuts, and damages made in the finished surfaces of the work site and adjacent areas shall be properly repaired and restored to match the existing finishes. Any abrasion or disfigurement of the finish work or any portion of the building where any such abrasion or disfigurement is caused by the activities of the contractor shall be repaired and neatly refinished to match the adjacent work to the satisfaction of the Contract Monitor or inspector. 8. PRODUCTS: All products shall conform to the respective manufacturing and performance publications. All materials and equipment used in the work area shall be the products of manufactures regularly engaged in the manufacture of construction products. 9. SPECIFICATIONS: Work shall be performed in strict accordance with general specifications, as well as all applicable local, state, and national Building and Life Safety codes, Plumbing codes, and National Electric Codes (NEC). Safety issues must adhere to all applicable Occupational Safety and Health Act (OSHA) regulations, to include all other issues listed in the US Army Corps of Engineers Safety and Health Requirements manual (EM385-1-1). Delivery is f.o.b. destination to Scott AFB IL to arrive no 1 Nov 00. The provision in the Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors _ Commercial, applies to this acquisiton. Subparagraph (b)(4) is changed to read: Offerors must provide a technical description and specifications of the HVAV controls products and services in sufficient detail to evaluate compliance with the requirements in this solicitation. Subparagraph (b)(7) is changed to read: Any resulting contract will be subject to be actively registered with Central Contractor Registration. DFARS 252.204-7004, Required Central Contractor Registration. The FAR provision 52.212-2, Evaluation_ Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: Price alone. Award will be based on the best value to the government relative to price. The government reserves the right to award a contract to other than the offeror with the lowest price. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications _ Commercial Items, must be submitted with quote. The provision may be copied from website http://farsite.hill.af.mil/reghtml/far/52000.htm. Quote will not be considered without completed provision. The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders _ Commercial Items applies to this acquisition. The clauses at subparagraph (a) 1, 2, (b) 13, 14, 15, 16, 17 and 23. The Defense Priorities and Allocations Systems (DPAS) does not apply to this acquisition. Wage determination 94-2309 Revision 19 applies to this acquisition. The Commerce Business Daily numbered not 1, 100% small business set aside, applies.
