- Description
- This is a clarified repeat announcement of a similar announcement that closed on 091300. Respondants to the BAA closing 091300 do not need to respond again, but may if a new or different response is being offered. As part of it's Market Research, the Marine Corps as the lead service for the Joint Non-Lethal Weapons Joint Integration Program is seeking information concerning a new portable High-Capacity Commercial/Non-Developmental Oleoresin Capsicum (OC) dispenser that can be used by the Joint Non-Lethal Weapons Community to defend themselves from noncombatants. The Joint Non-Lethal Weapons Community currently employs a combination of three different sized OC dispensers for this purpose: an individual (4 ounce) hand-held dispenser, a team (20 ounce) hand-held dispenser, and a high-volume (50 ounce) hand-held upright dispenser. The Joint Non-Lethal Community is seeking to upgrade their capability through procurement of an NDI solution. The program seeks new concepts for dispensing OC material to greater ranges with increased accuracy and greater volume. The Joint Non-Lethal Community is also interested in innovative designs that will enhance the individual Marine's ability to carry, aim, and fire the system. The dispenser must contain only food-grade irritants, have a capsainoid level of between .18 and .22 percent, and not use flammable or ozone depleting propellants. The Joint Non-Lethal Community is very interested in finding a system that will readily attach to the current suite of small arms utilized throughout DoD (i.e. M16A2, Joint Service Combat Shotgun, M9 Pistol, M4 Carbine, etc.) but will look at stand alone solutions as well. The Government is also interested in OC dispensing solutions that may be fired directly from the current suite of small arms, e.g. a 12 gauge round that contains an OC submunition/payload that deploys OC spray/powder at a down range position. The Government intends to submit these items to a non-Governmental contractor for testing. The testing will be focused upon the capabilities of the dispenser and will include (but is not limited to) accuracy, range, repeatability, and durability. It is not our intent to test the effectiveness of the OC formulation. However, the government would like the data on each OC formulation submitted for future reference. This data is intended to be utilized to form the Governments position on a requirement for OC dispenser systems. Results of government testing data will be made available to each respondent, with regards to it's product, upon request It is requested that interested parties provide the following at no cost to the Government: fifteen (15) samples for limited evaluation, Material Safety Data Sheets; sales marketing literature applicable to the system; limitations of the system (if applicable); and rough Order of Magnitude (ROM) cost per system. Responses should be submitted no later than 20 October 2000. The submission of this product sample/information should not be construed as a commitment to procure equipment. However, information obtained may be used for subsequent requests for proposals to procure enough systems to conduct a more detailed validation/verification test.
