Description
The Electronic Systems Center (ESC), Intelligence, Surveillance and Reconnaissance Systems Program Office is seeking sources qualified to design, develop, fabricate, integrate, test and maintain a proposed FMS Early Warning Radar and associated C4I. Of particular interest is experience in developing large ground-based radar systems at foreign locations to include remote site construction and technology tamperproofing. Examples of previous efforts and obstacles surmounted should be addressed (site survey plans, tamperproofing techniques, unique logistics issues, etc.). Interested sources should submit a description of their corporate capability and relevant experience in UHF radar technology, and have current UHF radar technology already reviewed and approved by OSD for FMS releasability. The Hanscom Electronic RFP Bulletin Board (HERBB) will be a source of information for this acquisition. This Sources Sought Synopsis is issued to conduct market research for informational and planning purposes only. This synopsis does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. Funds are not currently available for this requirement. Offerors are advised that the cost of any responses to, or other cost incurred as a result of this solicitation is at the offeror's own risk. Unless funds are made available for this requirement, no contract will be awarded. Limited to U.S. Firms only. An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
