Description

The US Army CECOM proposes to acquire an upgrade to a Government Furnished VIA-LWIR imaging camera originally developed on Contract DAAB07-97-C-J045, with Raytheon Systems Company. The upgrade will consist of replacing the existing Charge Coupled Device (CCD) array in the imager with an anti-blooming CCD array. Period of performance for this effort will be six (6) months. The proposed contract shall include two (2) options, for which each option will be for a six (6) month effort. Option I entails fusing Indium Gallium Arsenide (INGaAs) material onto Silicon (Si) CCDs in the expectation of developing a near monolithic Short Wave Infrared (SWIR) detector array. Option II requires the contractor to optimize the fusion process for low dark currents, high collection efficiency, and demonstrate CCD imaging at eyesafe wavelengths. Sole Source award to Raytheon Systems Company, Sensors & Electronics Systems Segment, El Segundo, CA, is intended pursuant to FAR 6.302-1 (a) (2) (ii), Only One Responsible Source. Raytheon Systems Company is the only source capable of providing the upgrade based upon the camera developed under the previous effort, and the proprietary nature of the acceptance and test data, which the Government does not possess. All responsible sources may submit a bid or proposal, which shall be considered by the agency. See Note 22.
