Description

The FISC Norfolk Detachment Philadelphia intends to procure non-personal engineering, technical and administrative services in support of the U.S. Joint Forces Command, Joint Experimentation (JE) Program. The JE Program is responsible for the development and implementation of an aggressive program of experimentation to foster innovation and rapid fielding of new concepts and capabilities for joint operations. This acquisition will provide the JE Program with the required support to develop, explore and assess new joint concepts, organizational structures and emerging technologies through a process of discovery, innovation, and experimentation. Contractor services will be required in support of the following functional areas: Program and Policy Development, Concept Development, Science and Technology, Experiment Design and Analysis, Experiment Operations, Integration, Modeling and Simulation, Advanced Concept Technology Demonstrations and Knowledge Management. This procurement is being processed on an unrestricted basis and will consist of a base year and four option years. It is expected that the proposed action will result in the placement of a cost plus award fee level of effort contract. All responsible sources may submit a proposal which shall be considered by the FISC Norfolk Detachment Philadelphia. The solicitation will require the submission of cost/price and past performance/technical proposals.
