- Description
- The contract for architect-engineer environmental services will be for a two (2) year base period with three (3) one (1) year renewal options, with individual work orders being issued. Work will consist of providing environmental services in support of real estate, facility design, construction, and other related activities. Services may include the following: (1) pre-acquisition environmental site assessments (Phase I and II), (2) identification of asbestos containing materials, and abatement oversight and design, (3) identification of lead-based paint, and abatement oversight and design, (4) petroleum release corrective action and risk-based closure, (5) oversight and design of soil and groundwater remediation, (6) evaluation and prevention of toxic/hazardous building conditions, (7) environmental assessments to comply with the National Environmental Policy Act (NEPA), (8) floodplain and wetlands determinations, (9) traffic and noise impact assessments, (10) air quality assessments, (11) environmental permitting and regulatory compliance assistance, and (12) evaluation of, and design/construction support for, sustainable "green" buildings program. Work orders for the above-described services will be issued by the Great Lakes Facilities Service Office. The area includes the states of Illinois, Indiana, and Michigan. Each work order will be negotiated as an individual project. The basic term of the contract will be for two (2) years. Work orders for any one project cannot exceed $250,000. The contract may be renewed for three (3) one-year periods providing the total contract amount does not exceed $5,000,000. Minimum work to be ordered during the contract period is $5,000, which includes the base period and three (3) renewal options. The U.S. Postal Service reserves the right to award more than one contract and to limit specific contracts to a particular state(s) or other geographic area within its jurisdiction. Firms will be considered in each instance in the following preference: (1) firms with local offices in all three of the states, (2) firms with local offices in two of the states, (3) firms with a local office in one of the states, and (4) firms with no local office in any of the states. An office will be considered local only if the office contains sufficient resources to conduct and manage environmental projects of the nature indicated above. There is no restriction on the geographic location of consultants to the prime firm. Firms that have the qualifications to perform the services described previously are invited to submit a completed SF 255, Architect-Engineer and Related Services Questionnaire for Specific Project, and a completed SF 254, Architect-Engineer and Related Services Questionnaire, a completed SF 254 for each of its proposed consultants. In addition, each firm must submit a completed Environmental Engineering Supplemental Questionnaire. All interested firms must submit a written request for the above stated documents to the attention of Teri Wilcox-DuBois. You may also request by email to (twilcox@email.usps.gov). All documents must be received and postmarked not later than October 23, 2000. The selection will be conducted with the combined use of the submitted SF 255 and the SF 254's. Interested firms with more than one office must indicate on their SF 255 the staffing composition of the office(s) in which the work will be performed. Participation of minority-owned and woman-owned businesses in U.S. Postal Service environmental architect-engineer selections is encouraged. The contract contains a requirement for firms to provide evidence of current errors and omissions insurance of $200,000 per claim. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of this contract for this project. No other general notification for this project will be made. Submissions will not be retained or returned. This is not a request for proposal.
