Description
Cancellation of CBD Notice published on September 19, 2000 under same subject; replace with the following:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Under Statutory Authority 41 U.S.C. 253(c)(1) and IAW FAR 6.302 and VAAR 811 the Government anticipates entering into sole source negotiations with Johnson Controls, Minneapolis, MN; the proposed contract action is for Brand Name only supplies and services for which the Government intends to solicit offers to provide three (3) Variable Frequency Electric Motor Drives/Controls (VFDs), ABB ACH401-6020-3-2 as inherent components of existing three two-speed cooling tower fans for Bldg. 49 on VAMC campus, Minneapolis, MN and are replaced in kind to ensure optimum reliability and minimum maintenance and be compatible with existing Johnson Controls Metasys and station FMS system; ABB VFD's are established as the optimum replacement due to standardization and ease of installation; Contractor shall furnish labor and materials including all power and control wiring, safety devices and electronic control devices, NEMA 1 enclosures as needed, and electrical grounding in accordance with NEC and all other applicable codes and standards for industrial electrical installations; integrate via an NCM300, the VFDs sequencing and speed control with the existing Facilities Management System to permit automatic operation with existing automated chiller controls; modify existing automatic control sequence for chillers as direced by COTR Project management, engineering and commissioning; complete project within 90 calendar days of Notice to Proceed. The above FAR 6.302/VAAR 810.005 authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by Brand Name Only supplies. This procurement is being conducted under FAR Subpart 13.5 Test Program; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Par 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. Solicitation #RFQ 618-152-00 is assigned as Request for Quotation (RFQ). Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The authority cited above and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. Other persons may identify their interest and capability to respond to this requirement by 4:30 p.m., September 28, 2000. This notice of intent is not a request for competitive proposals; however, all interests received on or before September 28 will be considered by the Government. All responsible sources that can meet these requirements and provide services as listed may respond to this solicitation by submitting cost and technical proposals; include location and past performance history; additional evaluation factors are experience with projects of similar scope; knowledge of services, key people to be used, etc. SIC code is 7349 and the small business size standard is $12 million. Award will be firm fixed-price contract, FOB destination with payment in arrears on certified invoice. The government will award to obtain the best value for the government, price, price-related factors and past performance being considered. The following incorporated clauses and provisions are those in effect through FAC 97-19 and are applicable to this acquisition (past performance/references and price are equal evaluation items); Offerors must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items, with his/her offer.
